WGEP Architecture and Engineering (A&E) Firm Jobs in Kenya


Purpose:

  • Women’s Global Education Project (WGEP) is looking to contract an experienced A&E firm to provide quality assurance and technical oversight in the construction of a community center in rural Kenya. The center will offer unique, unprecedented facilities and activities in a region where few organizations and initiatives operate, addressing economic, educational, and cultural barriers that prevent community members from reaching their full potential and engaging the population in supporting shared values of education, advancement, and gender equality. The center will be equipped with a library and computer center to enable learning and civic engagement in remote Tharaka-Nithi, Kenya. The proposed construction, along with the purchase of durable commodities, will create access to books, technology, and learning resources for over 10,000 community members.

    Scope of Work (SoW):

  • The A&E firm will act as WGEP’s technical advisor throughout the construction project, and will oversee and facilitate the construction process, ensuring the contractor fulfills all obligations, and that the work is carried out according to approved contracts, reports, specifications, and schedules.

    Additionally, the firm will provide the following services throughout the length of the contract:

  • Pre-construction analyses, including Initial Environmental Examination (IEE), Climate Risk Management (CRM), and Soil Foundation Report;

  • Definition of construction requirements;

  • Production of construction drawings and technical specifications based on concept design;

  • Preparation of the construction cost estimate;

  • Bidding support for construction contractor;

  • Obtaining all necessary construction permits;

  • Construction oversight and quality assurance throughout the construction phase;

  • Serve as liaison between WGEP and contractor to report on inspections, progress, and delays;

  • Proactively identify and resolve any site issues that may impede the project delivery;

  • Coordinate with WGEP to create a long-term operations and maintenance plan for the school;

  • Any other duties assigned by WGEP.

  • The project will run from pre-construction phase (early 2021) throughout the construction phase (mid 2023).

    Deliverables:

  • Climate Risk Management (CRM) Plan

  • Environmental Monitoring and Management Plan (EMMP)

  • Initial Environment Examination (IEE)

  • Definition of construction requirements

  • Soil Foundation Report

  • Construction drawings, technical specifications, and cost estimate

  • WGEP’s approval of construction contractor

  • Completion of construction project

    Selection criteria:

  • The A&E firm (not an individual) must have legal standing in Kenya to provide professional A&E services.

  • The A&E firm must be capable of developing complete designs including technical specifications, construction drawings, and bill of quantities (BoQ)
    after integration of all environmental impact mitigations and climate change mitigative actions during the design and construction phases, as well as updating of the existing facility operation and management (O&M) plan upon request through the project implementation process.

  • The A&E firm must demonstrate the ability to integrate CRM and Award-Initial Environmental Examination IEE (A-IEE) requirements into the design, construction, and operational phases, as well as, accessibility for the disabled standards as referenced in the Standard Provision “Standards for Accessibility for the Disabled in USAID Assistance Awards Involving Construction” found in Annex A.

  • The A&E firm must be capable of obtaining all required approvals by local authorities. USAID will review the Engineers Cost Estimate (ECE) for reasonableness before providing concurrence on the procurement of construction subcontracts.

    Terms and conditions:

  • Consultant submitting a winning offer will perform the work set out in the SoW, and is also expected to be WGEP’s advisor throughout the build. WGEP will assume the site supervision during the build. Accordingly, the consultant may not be associated in any way, including an overlap of principal subcontractors as determined by WGEP, with any entity or team that bids on the build itself. By making a proposal, a proponent agrees to this separation.

    Minimum Requirements:

  • Local license to provide A&E services in Kenya

  • Diploma in Civil Engineering or related fields

  • Experience in environmentally-friendly building practices

  • Experience managing a construction project of similar scope in Kenya
