WFP Programme Associate - Livelihoods/Asset Creation - Jobs in Uganda

Responsibilities


  • Contribute to the project’s technical and financial proposals and corporate reporting obligations.
  • Liaise with Area Offices (AO) and Field Offices (FO) in relation to grant and cash pipeline management of the activity ensuring timely creation of Purchase Orders (PO), fund utilization before TOD/TDD and IPSAS compliance
  • Ensure timely processing of Cooperating Partners (CP) invoices and advance payment requests in adherence to Field Level Agreements (FLA) and financial guidelines/policies
  • Manage PO for cash-based transfers (CBT) cash to beneficiaries, services for financial service provider(s) and CP.
  • Support development of transfer (CBT and capacity strengthening) and implementation budgets during project development, periodic follow ups and budget revisions.
  • Participate in pipeline meetings, follow-up action points related to funds management and pipeline for the unit, as well as support head of the unit on preparation for the Resource Management Committee (RMC)
  • Ensure livelihood outputs are included in pipeline monthly report, monthly briefs, Annual Country Report, COMET, etc.
  • Provide support to AO and FO on the WFP Livelihood and Asset Creation programming, including missions to activity sites, if required.
  • Contribute to integrating programming including promotion of linkages between Assets Creation, Agriculture Market Support, School Feeding, Nutrition, etc as required.
  • Support the unit to
    liaise with government and Makerere University ensuring backstopping on the national planning tolls for resilience building through the Three-Pronged Approach (3PA)
  • Support the unit with capacity strengthening elements to National Social
  • Protection programmes such as Northern Uganda Social Fund (NUSAF) and Development Response to Displacement Impact Project (DRDIP) towards community lead and nutrition sensitive focus public works.
  • Participate in coordination fora and technical collaborations around livelihoods and resilience programming (both for Karamoja and refugee hosting districts)
  • Develop and maintain a good working relation with the relevant agencies (Ministries, NGOs, UN agencies)


    Requirements


  • A University degree in the fields of: Social Sciences, Development Studies, Economics, Agri-Business, or any other related field;
  • At least five (5) years' experience in the field of Development/Livelihoods work or related field;
  • Good understanding of the Resilience and Livelihood concept and issues;
  • Practical experience with livelihood and agriculture development programmes;
  • Excellent organisational, Communciation and Planning skillls
  • Strong analytical and writing skills;
  • Experience with funds management, drafting progress reports and utilising spreadsheets.
