Western Cape Government Director: Local Government Supply Chain Management Jobs in South Africa



Job Purpose
  • The Western Cape Government is looking to employ a dynamic, high performing individual to effectively manage the Directorate:
  • Local Government Supply Chain Management.
  • This is a demanding and exciting position at the head of a high performing Treasury team.

    Minimum Requirements
  • A appropriate B degree;
  • A minimum of 6 years relevant middle management experience;
  • The successful completion of the Senior Management Pre-entry Programme (see paragraph 4 in notes below).

    Competencies
  • Knowledge of the human resources management function.
  • Knowledge of Constitutional, legal and institutional arrangements governing the South Africa public sector
  • Knowledge of provincial policy development processes.
  • Knowledge of the policies of the government of the day.
  • Knowledge of strategy development, strategy management and strategy monitoring and review processes.
  • Knowledge of financial management processes.
  • Proven knowledge on Strategic Sourcing and Preferential Procurement.
  • Broad knowledge on procurement activities.
  • Knowledge on industry trends and best practices per commodity groups.
  • Knowledge of procurement best practices including sourcing strategies and the different mechanisms for procurement.
  • Knowledge on Procurement policies/procedures/contract management.
  • Proven knowledge on SCM technology and data driven practices.
  • Broad knowledge of asset management practices.
  • Research and reporting procedures.
  • Client needs, planning and organising interpretation of policy matters.
  • Knowledge of financial norms and standards (Public Finance Management Act - PFMA, Municipal Finance Management Act - MFMA, National Treasury regulations - NTR's, Provincial Treasury Directives/ Instructions - PTI's).
  • Knowledge of Infrastructure and Asset Management.
