Final Evaluation - Building Resilience to Drought and Adaptive Capacity of Vulnerable Communities in the Arid Lands of Kenya Project

Description of context and project

This program is a wider integrated and collaborative approach by Welthungerhilfe and the partnering Kenyan NGOs in response to the drought stricken population within the arid areas specifically in Turkana, Wajir, Mandera and Garissa.

The Kenyan NGO’s that have implemented this project include: Turkana Pastoralist Development Organization (TUPADO) in Turkana County, Wajir South Development Association (WASDA) in Wajir County, Rural Agency for Community Development and Assistance (RACIDA) in Mandera County and Pastoralist Girls Initiative (PGI) in Garissa County. Welthungerhilfe has vast experience in implementing projects through national partners to strengthen their capacity as is the case in India, Latin America and Ethiopia.

· About Welthungerhilfe

Welthungerhilfe has supported Kenyan development organizations since the 1970s. It has had an office in Nairobi since its registration as an NGO operating in Kenya since 1993. The country office in Kenya is also responsible for Welthungerhilfe’s operations in Somalia and Tanzania.

Geographically, Welthungerhilfe's main intervention areas in Kenya have been mainly in the arid and semi-arid zones of Kajiado, Makueni, Kitui, Mwingi, Tana River, Marsabit and Garissa Counties.

Pastoralist Girls Initiative (PGI)

PGI is a non-governmental organization registered with Kenya NGO’s Co-ordination board. The organization was initiated in the year 2001 as a CBO {community based organization} with a membership of 15 people drawn from the North-Eastern Province. These are individual who are committed in participation of community based development projects geared towards the development of society.

Their mission is to promote sustainable development by enhancing pastoralist capacities through integrated development approaches. They are involved in girls education program, livelihood development program, environment and natural resource management, health program and other cross cutting areas such as partnership, democracy, human rights, research, youth, and policy advocacy

Turkana Pastoralist Development Organization (TUPADO)

TUPADO is an NGO founded in 2000 and registered in Kenya by the NGO Coordination Board. It is based in Lodwar in Turkana county involved in natural resource management, food security, livelihoods and WASH among others.

Rural Agency for Community Development and Assistance (RACIDA)

RACIDA, is a national non-profit organisation first established in Kenya and has affiliate organizations in Ethiopia and Somalia registered with the respective authorities (RACIDA Ethiopia and RACIDA Somalia).

Wajir South Development Association (WASDA)

WASDA was established as an NGO in 1995 by a group of professionals and entrepreneurs from Wajir South to supplement the efforts of government and other stakeholders in addressing development challenges in the region. Their main focus then was education and currently also focussed in WASH, Livelihoods, rangelands rehabilitation and DRR among others. Their vision is to empowered communities in the horn of Africa that are resilient, innovative and peaceful

· Objectives of the final evaluation

This evaluation will help us generate quantitative and qualitative data for project indicators in line with the proposal log frame to clearly show the immediate impacts and outcomes as per the Logical Framework Approach (LFA) that was adopted for the project. The evaluation will give a comparative analysis of the outcomes in relation to the Theory of Change (ToC) / impact pathways.

2) Task description

The main tasks for the evaluation team are drafted below;

  • Questions of specific interest for Welthungerhilfe and its partners

  • The consultant will work collaboratively with DWHH, project implementing partners and stakeholders from all the target areas in the county governments of Garissa, Lodwar, Wajir and Mandera to determine the extent of project interventions and implementation based on the OECD/DAC evaluation criteria: Relevance, Sustainability, Efficiency,
  • Effectiveness, Impact and Gender Mainstreaming,
  • Accountability, Coherence and Partnership Building.Evaluation design and methodology**

    The evaluation shall adopt both qualitative and quantitative methods to collect information from both primary and secondary sources. Triangulation (of important findings) and a gender sensitive approach are recommended and should be as participatory as possible. Following the scope of work, the consultant shall propose specific methods for collecting given
    data from sources that will also be specified.

    Envisaged methods will include but not limited to desk review, Key Informant Interviews / structured individual interviews, focus group discussions, and documentation of Most Significant Change Stories (MSCS).

    Reporting and documentation

    a) First report, after the kick-off meeting, 3-5 pages

    b) Minutes of the kick-off meeting (a “lighter” form of an the meeting report), documenting decisions, specifications, agreed dates for field visits, reporting etc. emerging from the meeting.

    c) Debriefing paper, at the end of the field mission that outlines the most important findings of the evaluation, 1-2 pages

    d) Evaluation report, at the latest 2 weeks after the field mission, 30-40 pages maximum, plus annexes. Draft management response; integration of the recommendations into Welthungerhilfe’s “management response” form, together with the final version of the evaluation report.

    3) Timetable and phases of the evaluation

    The foreseen period of the evaluation will be in the month of August – September 2017 The Number of working day shall be 30

    Consultant qualification requirements

  • Post-graduate degree in impact evaluation, WASH, Food Security, Social Sciences, Development Studies or other related disciplines with proven experience in qualitative and quantitative data collection and analysis methodologies.

  • Experience in working with National and International NGOs and the government line ministries

  • Proven experience in conducting evaluation and / or research, preferably in the ASAL regions of northern Kenya

  • Strong English language writing skills. Writing samples will be required.

  • Commitment to understanding of internationally recognized methodologies values and principles.

  • The consultant / firm shall be selected on basis of the knowledge and experience in the monitoring and evaluation field. The minimum qualification requirements are as follows:

  • At least 5 solid years of professional experience in evaluation and research

  • A member of the Evaluation Society of Kenya(ESK), AfrEA or any other recognizable professional evaluation network

  • Knowledge and expertise of team in use of various survey instruments;

  • At least 5 years progressive experience in conducting similar studies, The experience in conducting research studies in WASH, natural resource management, DRR /or social studies fields will be regarded as an asset

  • A capability statement: State the firm / organization or individual’s qualification and experience relevant to the assignment, curriculum vitae of key personnel, appropriate references and relevant testimonials Please state your availability for the assignment.

  • Cover letter (maximum one page): A short letter addressing the evaluation

  • Technical Proposal (maximum eight pages) highlighting: brief explanation about the Consultant/s with particular emphasis on previous experience in this kind of work; profile of the Consultant/s to be involved in undertaking the final evaluation; understanding of the TOR, the task to be accomplished as well as draft baseline framework and plan

  • Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees excluding: accommodation and living costs; transport cost, stationeries, and supplies needed for data collection; costs related to persons that will take part from partners and government officers during baseline process, etc.
  • The financial proposal should also provide cost estimates for services rendered including daily consultancy fees related to the consultant and/or associate consultant who will take part in the evaluation of the project. Data collection and data processing costs are included in the account of the Consultant. The Consultant(s) should also use his/her own computer. In case of a firm/group of consultants; the contact details of the lead consultant or the focal person for purposes of coordination of communication.
