Purpose of the Position:

The main purpose of the job is to help ensure that the organization achieves its corporate objectives and makes the best use of its staff members by developing and maintaining innovative, effective and forward looking human resource strategies practices and procedures.

Job Responsibilities and Tasks:

Human Resources:

  • Contribute to the development of WAE’s Country strategy, particularly by advising on the human resource implications of strategic decisions.

  • Develop and maintain appropriate and effective human resource strategies and ensure that these are communicated and implemented throughout the organization in a way that supports WAE Strategic objectives.

  • Develop and maintain all necessary human resource planning, recruitment and selection procedures to ensure that the CP has staff of the right caliber to enable it to meet its objectives.

  • Develop and maintain a remuneration strategy and appropriate terms and conditions of employment to ensure that the organization is able to attract, retain and motivate staff.

  • Advice the senior management team about the human resource policies, procedures and actions required to ensure that the organization makes the best use of its staff members.

  • Develop and maintain all necessary training policies and procedures to ensure that all staff members are trained and developed to the standards required.

  • Maintain an awareness of the requirements of employment legislation to ensure that the organization complies with all legal requirements and to provide sound advice to management.

  • Encourage and maintain sound employee relations by undertaking all necessary consultation and negotiation with staff or group of staff members by ensuring effective communication of organizational policies.

  • Develop and maintain all necessary human resource procedures and information systems to ensure that the organization has all the information required for effective resource planning and management and regulatory compliance.

  • Develop and monitor the human resource budget to ensure the personnel services are provided at the appropriate level consistent with the attainment of the organizations overall objectives.

  • Provide a comprehensive human resource advisory service to all directors and managers and staff members to ensure that the organization follows best practice in the management of its staff and to ensure compliance with legal requirements.

  • Research and develop human resource policies which will ensure that the organization recruits and retains a pool of well trained and highly motivated staff.

  • Identify the organization’s staff needs and develop policies and procedures to ensure that the required numbers and types of staff are recruited within agreed budgets to meet operational requirements.

  • Recommend and, when approved, implement reward policies and structures which ensure the effective
    recruitment and retention of high quality staff.

  • Maintain comprehensive personnel records to ensure compliance with equal opportunities and other legal requirements and to provide information on staffing issues to the organization and other relevant bodies.

  • Put in place staff safety and security policies and ensure that the policies are well understood and complied to

    Organizational Development:

  • Ensure that WaterAid Ethiopia CP continues to develop as an affective organization in line with global strategic aims, by ensuring that the people, systems and processes are periodically reviewed, developed and maintained.

  • Advice CR/SMT on any changes required to properly match WaterAid Ethiopia’s organizational structure with its strategic objectives and propose changes to job profiles and manage the associated change management processes.

  • Manage WaterAid’s job evaluation scheme to ensure proper placement of positions on the structure.

  • Ensure that WaterAid values and leadership behaviours are modelled by SMT and adhered to in the CP and among our partners

  • Lead in providing organizational development support to strategic partners in key HR and other technical areas

  • Ensuring that the people management components of strategic plans are properly understood and planned for

  • Supporting the Senior Management Team in the management of change

  • Working with the Policy and Advocacy team to understand best practice; taking the lead in co-ordinating the delivery of training and professional development to WAE staff

  • Developing and maintaining effective working relationships with line managers in order to understand their priorities as well as their management styles and preferences

  • Perform other related activities assigned by immediate supervisor.

    Job Requirements

    Job / Person Specifications:

    Qualification (Know How)

    A) Education:

    Required:

  • BA in Management/Human resources development

    Desired:

  • MA/MBA in Human Resource Management

    B) Experience:

    Required:

  • 8/7 years for BA and MA/MBA respectively, with proven and relevant work experience in the area of HR, preferably in NGOs.

    C) Technical Skills:

    Required:

  • Integrated knowledge and understanding of human resources development concepts, practices, systems, and procedures.

  • Excellent planning, organizational, analytical and decision making skills.

  • Fluency in English language and written communication.

  • Demonstrated technical and managerial ability. Ability to effectively liaise with donors, government, NGOs and other relevant stakeholders.

  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.

  • Good skills in the use of computers.
