Job Purpose:

It’s hard to believe that today 844 million people do not have clean water and 2.3 billion do not have a decent toilet – around one in three of the world’s population.

Every two minutes a child under five dies from diarrhea diseases caused by poor water and sanitation.

WaterAid works through supporting local organisations and government authorities to design and demonstrate appropriate and sustainable WASH programmes.

WaterAid also seeks to influence policy change through government and other key sector actors to secure and protect the rights of poor people to safe, affordable water and sanitation services.

WaterAid is looking for a Director of Operations (DoO) to play a vital role in our mission to make clean water, decent toilets and good hygiene normal for everyone, everywhere.

As a member of the Senior Management Team in WaterAid Ethiopia, the Director of Operations is the point of coordination and accountability for the delivery of key services.

The Director of Operation will supervise the support functions which include finance, procurement logistics, Information Technology and office administration and Human Resources.

Key Responsibilities Includes:

  • Prepare and regularly update administration and program budgets and other financial reports and analysis as required by the Country Director and the Head Office in London.
  • Assist the Country Director, the Program Managers and other relevant colleagues to manage the administration and the program budgets.
  • Coordinate the development of budgets for new proposals in close liaison with the Country Director and the Program Managers.
  • Assist Program Managers and the rest of the program team in the preparation and interpretation of program accounts and other internal reports.
  • Oversees reviews and enforces the ordering, approval and purchasing systems and regulations to ensure they are fit for purpose, robust and provide a high-level support to project activity implementation.
  • Leads the continuous improvement of procurement procedures and practices (supplier surveys, market prices, preferred suppliers, import law and procedures, standard specifications, etc)
  • Ensure that the programs receive efficient, effective and timely administrative and logistical support.
  • Ensure that the handling of personnel matters is in line
    with the WAE’s values, policies, and the regulatory and legal requirements in Ethiopia.
  • Assist in the design and implementation of the operational structure and staffing requirement for the support functions commensurate with the needs of the program.
  • Ensure all policies and procedures IT operations are developed, understood and accessible by all staff.

    Job Requirements

    To be successful, you will need:

  • A university degree in accountancy, business administration or a related discipline and a recognized professional accounting qualification (ACA, ACCA or similar).
  • A postgraduate degree an advantage.
  • Minimum of seven years’ relevant experience in a similar modern and busy working environment, at least three of which as Manager of Finance and Administration or Chief Accountant for a medium to large organization.
  • Experience in managing non-finance units i.e. Human Resources, procurement and IT is also an advantage.
  • Sophisticated skills in program based financial management, auditing, organizational development (OD), and systems design, have worked/managed directly operational sites
  • Strategic management; in designing, implementing and assessing development programs; in evaluating performance; in building institutional capacity of the organization
  • Management experience of procurement, logistics, administration and Human Resources in complex contexts
  • Experience of using computerized accounting and office application software.
