War Child Regional Advisor in Mental Health - Psychosocial Support Jobs in Uganda


  • The Regional Advisor in Mental Health-Psychosocial Support (RA-MHPSS) is a technical lead Advisor in the area of Psychosocial support and responsible for providing program strategy and programme quality framework, including standard setting, operationalization and monitoring, rolling out of evidence-based methodologies/interventions, competency development and learning in MHPSS for WCH in the African Region.

  • The position ensures the quality implementation of MHPSS interventions, including proposal drafting, technical monitoring/training of staff and counterparts in the area of MHPSS in the Regional Hub, and/or WCH affiliates while promoting collaboration and cooperation in furthering the quality of War Child Holland’s programming.

  • The role shall include travel to WCH Country Offices in the Regional, its affiliates and HO when required to fulfil the obligations of this role.

    Objectives of the job

  • Design, operationalize and monitor the implementation of new projects, methodologies and tools in inter-agency agreed upon MHPSS and implementation of quality projects according to WCH methodology and standards.

  • Provide technical quality assurance and core interventions of the care system, including supporting with donor proposal development.

  • Competency development, advocating for adaptation of WCH operational process and learning including building capacity of staff and counterparts for proper project implementation

  • Inter-agency coordination among partners and other stakeholders, including Government counterparts..

    Essential Functional Relations

  • The RA-MHPSS reports directly to the Regional Representative (RR)

  • Other essential functional relations include: The Regional teams, PQ, R&D and 2PG teams at HO.

    Roles and Responsibilities

  • Design, operationalize and monitor the implementation of new projects, methodologies and tools in inter-agency agreed upon MHPSS and implementation of quality projects according to WCH methodology and standards

  • Designs and coordinates the application/adherence of all MHPSS programme strategy and programme quality framework for WCH Africa Region

  • Supports and monitors the proper implementation of MHPSS projects in the region and other context areas as per WCH policies.

  • Ensures effective communication of global programmatic issues with regional team and HQ staff

  • Supports the roll out and effective implementation of MHPSS and TeamUp interventions among partners.

  • Keeps track of an updated database on WCH MHPPS programming practice and international standards and guidelines.

  • Ensures timely project reporting both internally and externally while coordinating reporting on Regional annual plans •

  • Conduct cross country learning/sharing: document regional lessons learned, best practices and increase regional sharing of resources, tools etc

  • Ensures MHPSS quality standards are fulfilled while implementing WCH projects.

    Provide technical quality assurance on MHPSS including supporting with donor proposal development.

  • Leads the development of new project proposals, interventions and tools on MHPSS for the Region in collaboration with specialists based in the Region and HO using WCH methodologies.

  • Ensures implementation of new strategy in close collaboration with specialists based in the Region and HQ.

  • Ensures roll out of the Care Systems in close collaboration with WCH teams and Government policies

    Competency
    development, advocating for adaptation of WCH operational process and learning including building capacity of staff and counterparts for proper project implementation.

  • Supports and advocates for the recognition of WCH programs among likeminded organisations and child centered regional imitative.

  • Supports the induction of WCH staff in the relevant technical area

  • Acts as a promoter of learning and provides ongoing support, guidance and advice to program staff in relation to MHPSS sector.

  • Identifies specific training needs and ensures training, coaching and support is offered to staff in the sector in order to build their capacity in education programming.

  • Supports the Learning Manager in ensuring that essential technical learning elements are selected and incorporated into the organization’s learning map

  • Upon request organizes learning contents and trainings for partners in the Region.

    Inter-agency coordination among partners and other stakeholders, including Government counterparts.

  • Represents War Child Holland and participates in Regional networks and bodies on MHPSS themes to the achievement of War Child Holland’s mission, and contributes to the implementation of their work plans

  • Collaborates with Advocacy Manager in the NL in support of implementation of Global Advocacy Strategy

  • Any other duties as assigned by the line manager in fulfillment of the tasks.

    Other Areas

    Knowledge and Competences

  • Master degree or post graduate diploma in Psychology, Social Sciences or Social Development.

  • Specialist knowledge of current principles and practices of psychosocial support and child protection programming with children in (post)conflict areas.

  • Knowledge in MHPSS in African contexts is desired.

  • Specialist knowledge of current principles and practices of in PSS and child safeguarding with children in (post)conflict areas is necessary.

  • Knowledge of quantitative and qualitative monitoring & evaluation tools.

  • Minimum 5 years (I) NGO work in developing countries / conflict areas, preferably with children.

  • Minimum 3 years in staff capacity building and experience in providing learning opportunities in regards to capability building.

  • Good communicator, willing to share knowledge and experience

  • Strong project management experience

  • Knowledge and experience in Monitoring & Evaluation

  • Should be fluent in writing, reading and speaking both English & French
