Your Challenge

As Country Director Uganda/Regional Representative Africa you are based in the Uganda’s office of War Child in Uganda and you are responsible for both War Child’s programmes and team in Uganda and the regional programmes and teams as well as the other Country Directors in the region. You ensure the implementation, monitoring and evaluation of War Child’s programmes in the country (partly implemented by War Child staff and partly by local partners).

You lead the development of the regional and country strategy and ensure that the programmes/projects are consistent with it. You also work on the capacity building of national staff and local partners to establish sustainability of the programmes. You report to War Child’s Director of International Programmes.

Your tasks as a Country Director Uganda

  • Realization of War Child’s country programme

  • Final and overall responsibility for the country programme

  • Final responsibility for the development and writing of programme and project proposals and ensure proposals correspond with Country Strategy

  • Ensure that appropriate local (implementing) partners are identified and capacity building of local partners takes place

  • Reports to Home Office on programme progress and context development, by compiling all different inputs from the relevant parties and share final reports

  • Lead the Country Management Team.

    Management of staff

  • Manage and develop the key field management staff by guiding, coaching and motivating

  • Recruit key field management staff (recruited locally)

  • Manage well-being of the staff.

  • Maintain network of contacts/ representation

  • Ensure appropriate communications, information exchange and sharing

  • Develop and maintain productive relationships with local and national governments, other agencies, donors and media

  • Represent War Child in meetings or coordination platforms.

    Fundraising

  • Final and direct responsibility for in-country fundraising by institutional donors

  • Develop and maintain donor relations

  • Ensure that proposals and reports for (institutional) donors are drawn up, according to requirements of the donor.

    Security Management

  • Final and direct responsibility for security management throughout the programmes

  • Maintain internal and external contacts with relevant parties and authorities

  • Develop/ regularly update the country security plan and ensure implementation

  • Report to Home Office on security.

    Human Resources Management

  • Final responsibility for ensuring that National Staff HRM policies are in line with local legislation,

  • Follow the War Child policies.

    Finance and Logistics Management

  • Final financial responsibility, including reporting to Home Office

  • Maintain efficient financial control (of cash flows, local payment, etc), accountability standards, procedures and records

  • Final responsibility for logistics management; authorize investments and manage supplies.

  • Additional tasks as Regional Representative Africa

    Provide Regional Leadership

  • Lead and facilitate the development (and updates) of the Regional Strategy (in close collaboration with other Country Directors in the region) and ensure its implementation

  • Act as main point of contact with Senior Management in the Home Office on issues related to the region

  • Support Country Directors and their teams (incl. fundraising activity).

    Building up Regional Partnerships

  • Build
    up partnerships on regional level

  • Representation including representation of the perspectives and interests of War Child’s African country operations in relevant regional decision-making processes

  • Inform country offices about regional trends in humanitarian policy, emerging relationships/partnerships and relevant ideas, initiatives, funding possibilities, etc.

    Your Profile

  • University degree

  • At least 10 years relevant experience in an international, humanitarian and/or development context of which 4 years in a senior management position (e.g. as Representative or Country director)

  • Knowledge of Financial Management and Human Resource Management

  • Strong social and communicative skills for coaching and managing of staff

  • Excellent command of English (additional command of French is preferred)

  • Able to assess social/ political situations and able to act in a diplomatic way in delicate situations (cultural sensitivity)

  • Strong leadership & solid management skills; result- focused and persistent to achieve goals

  • Stress-resilient to be able to cope with deadlines and complex problems;

  • Affinity with War Childs mandate.

  • Job Location: Kampala, Uganda. Uganda is a family duty station. An expatriate is allowed to bring a partner and children, but will be expected to travel regularly and for extended periods in the region, to the locations where partner and children cannot accompany.

    Contract: At least 2 years in this position, starting with a 1 year contract with the intention to prolong.

    Starting date: ASAP, negotiable for the right candidate.
