Task Responsibilities

Programme Delivery

  • Ensure VSO’s implementation and successful delivery of L&A actions for intersectional SRHR in Kenya to meet deliverables, timeframe, and budget in compliance with consortium guidelines, VSO procedures, donor, and government regulations;

  • Provide technical and programmatic leadership on SRHR advocacy to the project team to ensure context-specific and quality program delivery; work with the project support team to induct, orient and provide on-going support to partners, staff, volunteers and others.

  • Monitor quality assurance processes and systems to ensure the highest quality of the project implementation, risk management, donor compliance (including due diligence and contracting) and reporting.

  • Initiate VSO risk assessments and reviews relevant to the project.

  • Represent VSO in the consortium and its activities, including the yearly adaptation of the country-specific Theory of Change, workplans, M&E plans, lobby & advocacy plans, selection of partner CSOs.

  • Build and support the partnership between consortium partners, VSO, volunteers, CSOs (Collaborating Partners and CSO allies) and networks between key duty bearers and stakeholders at national and district level to strengthen project delivery and promote exchange and mutual learning.

  • By applying the VSO people first principles ensure volunteers, partners, and youth representatives are engaged in development, planning, implementation, review and learning processes.

  • Provide technical input in funding proposals for the project.

    Budgeting and Forecasting:

  • Develop realistic budgets, ensuring compliance with donor requirements and that resources (volunteers, staff, and funding) are allocated appropriately and achieve value for money, including full participation in the annual budget process.

  • Ensure effective grants management and expenditure within agreed budgets

  • Ensure VSO’s financial and procurement requirements are adhered to by project team and partners.

  • Ensure compliance with all security, fraud and code of conduct to promote and uphold VSO performance standards.

    Monitoring and Evaluation:

  • With the supporting M&E staff, ensure the integrity of appropriate VSO M&E processes to measure, document and disseminate progress, good practices, and impact in this project.

  • Support the M&E focal point within the Kenya Country Coordination Group with the necessary M&E processes in line with Consortium’s MEL plan.

    Collaboration responsibilities

  • Produce the learning reports and sharing opportunities to feed into project design, engaging and collaborating with consortium partners, Project Team Lead, multi- disciplinary country and global
    implementation and support teams.

  • With the Duty of Care team Manage the implementation and review of risk assessments, duty of care and support of incident management responses to medical, safety, security and safeguarding incidents.

  • Ensure VSO systems and processes support the identification, mitigation and management of risks (internal and external audits).

  • With the People team, manages competency-based recruitment practice, talent and performance management for direct reports and promote these policies and practices for volunteers involved in the Make Way project in Kenya.

  • With the Finance team, implement VSO systems and processes to support effective budget and financial, grant management and donor reporting including reporting by the CP.

    Competence required

    Essential:

  • A relevant degree or equivalent in human rights, public health, or social development studies with knowledge and experience of SRHR advocacy.

  • Excellent understanding and significant experience of project management and implementation.

  • Substantial experience in coordinating and delivering complex advocacy programmes and teams, preferably with experience of working within a consortium

  • Experience of coaching and building the capacity of others to enhance delivery

  • Strong representation and influencing skills to maintain excellent relations with consortium partners, partner civil society organisations, and other internal and external stakeholders.

  • Experience of financial management, including building a budget, monitoring, and managing expenditure as well as financial reports.

  • Excellent verbal and written communication skills and experience of compiling donor reports.

  • Experience and knowledge of the country of operation.

  • Experience of working with young marginalised people.

    Desirable:

  • Experience with social accountability mechanisms, youth engagement, health systems change and/or gender mainstreaming.

  • Practical experience gained within a volunteering/NGO context and working within an international team.

  • Passion for mentorship of small CSOs, particularly youth-led and –serving ones.
