Senior Technical Advisor – Health Security, Prevent Epidemics, Ethiopia

Resolve to Save Lives (RTSL) is housed within Vital Strategies. Since September 2017, the Resolve to Save Lives Cardiovascular and Prevent Epidemics teams have been working closely with governments, the World Health Organization, the World Bank, academic and other partners in a number of countries to strengthen national capacity to prevent, detect and respond to epidemic threats and to implement a core package of interventions to reduce cardiovascular disease.

In collaboration with the Ethiopia Public Health Institute, Resolve to Save Lives seeks to establish a six-member team to provide technical expertise and support to the Government of Ethiopia to accelerate progress towards compliance with core capacities of International Health Regulations (2005).

Working across multi-disciplinary teams and multiple government departments, this team will be composed of a Senior Project Manager, a Senior Technical Advisor for Health Security, ‘One Health’ Advisor, a Monitoring and Evaluation Advisor, two Legal Advisors and a Communications and Media Specialist.

The team will work to accelerate the implementation of the National Action Plan for Health Security and improve capacity indicators across 19 different technical areas.

Overall Role.

The Senior Technical Advisor, Health Security will provide technical guidance, mentoring and support to project staff and key stakeholders across
government and different sectors to build capacity for and integrate rigorous approaches for achieving national health security and epidemic preparedness objectives.

Key Duties and Responsibilities:

  • Facilitate activities implemented by the Ministry of Health/EPHI concerning high quality implementation of the National Action Plan for Health Security

  • Organize and participate in technical, programmatic and policy development meetings and work with Government of Ethiopia officials from relevant ministries, agencies, and governmental and non-governmental partners to implement epidemic preparedness capacity building project activities

  • Provide technical guidance, supervision and support to project staff to integrate approaches contributing to program objectives

  • Conduct literature reviews, evidence briefs for policy on the state-of-the-art in relation to implementation of IHR and addressing gaps in core capacities

  • Liaise with relevant government officials and partners, including the One Health Platform on a continuous basis to ensure coordination, identify and address capacity gaps for the successful planning and implementation of the project

  • Collaborate with other project staff to prepare reports on Ethiopia’s International Health Regulations capacities

    Job Requirements

    Required Qualifications:

  • A Master’s or PhD degree in public health or related field - medicine, veterinary medicine, epidemiology, preventive or emergency medicine or other related disciplines

  • At least 10 years of progressive work experience in public health, ideally with a focus on epidemic preparedness

  • Experience in at least two of the following technical areas: emergency response operations, national laboratory systems, disease surveillance, and human resources and risk communications

  • Experience providing technical support, transferring skills through training, and strengthening technical capacity

  • Familiarity with the Global Health Security Agenda targets and government of Ethiopia structure and functions relating to health security policies and programs generally

  • Demonstrated expertise applying the principles of the scientific process to accurately understand and interpret quantitative and qualitative evidence for decision-making

  • Understanding of the multi-sectorial and One Health approaches to achieving Global Health Security objectives

  • Excellent written and oral skills with demonstrated experience documenting and disseminating program accomplishments

  • Strong computer skills and savviness

  • Demonstrated level of initiative and judgment in order to organize and prioritize tasks, workload and projects

  • Team work and communication skills are essential
