Resolve to Save Lives is a global health initiative that aims to save millions of lives by reducing preventable deaths from cardiovascular disease and to prevent infectious disease epidemics.

Resolve to Save Lives (RTSL) is housed within Vital Strategies. Since September 2017, the Resolve to Save Lives Cardiovascular and Prevent Epidemics teams have been working closely with governments, the World Health Organization, the World Bank, academic and other partners in a number of countries to strengthen national capacity to prevent, detect and respond to epidemic threats and to implement a core package of interventions to reduce cardiovascular disease. In collaboration with the Ethiopia Public Health Institute, Resolve to Save Lives seeks to establish a six-member team to provide technical expertise and support to the Government of Ethiopia to accelerate progress towards compliance with core capacities of International Health Regulations (2005).

Working across multi-disciplinary teams and multiple government departments, this team will be composed of a Senior Project Manager, a Senior Health Advisor, ‘One Health’ Advisor, a Monitoring and Evaluation Advisor, two Legal Advisors and a Communications and Media Specialist.

The team will work to accelerate the implementation of the National Action Plan for Health Security and improve capacity indicators across 19 different technical areas.

Overall Role.

The Legal Advisor will coordinate and provide legal support to ensure that the country’s legal frameworks meet or exceed GHSA recommendations and IHR standards.

This may include legal mapping and compiling, synthesizing, and disseminating legislative and regulatory strategies and other guidance to create a more enabling environment for Epidemic Preparedness.

Project Background

Ethiopia is implementing the National Action plan for Health Security (NAPHS), a five-year plan jointly developed by several government ministries and agencies.

The overall aim of the acceleration phase is to support government of Ethiopia to comply with the
International Health Regulations, (IHR) 2005. Resolve to Save Lives is collaborating with IDI to identify a highly competent and motivated individual to fill the position of Legal Advisor.

The Legal Advisor will work within EPHI in conjunction with the NAPHS acceleration team, engaging with the Ministry of Health, Ministry of Agriculture, Ministry of Water and Environmental commission, Attorney General, as well as other relevant legislative statutory authorities of government of Ethiopia.

The incumbent will also collaborate closely with the Resolve to Save Lives New York-based Prevent Epidemics team and its Legal Advisor.

Key Duties and Responsibilities

  • Under the leadership of EPHI legal office, lead review of legislative instruments (laws, policies, regulatory instruments) for consistency and coordination within the national law and requirements of the International Health Regulations (2005)

  • Advise on legislative requirements for compliance with the International Health Regulations (2005) based on reviewing global and regional best practice

  • Liaise with the various government ministries to evaluate progress on the review of relevant acts and policies identified in the NAPHS

  • Provide legislative awareness and guidance to the health sector and other stakeholders on their roles in relation to development of health security laws

  • Facilitate development of a strategic regulatory action plan with prioritization of target areas

  • Assist government partners in establishing buy-in from internal and external stakeholders for regulatory action plan

  • Once consensus on prioritization is achieved, hold workshops on each target area to map overlapping jurisdiction and business processes with relevant stakeholders

  • Provide technical assistance to government officials in developing regulatory language

  • Conduct legal analyses on reviewed and proposed legislative instruments

  • Support dissemination of the work by contributing to legal articles, case studies, toolkits and other relevant reports, as needed

    Job Requirements

    Required Qualifications:

  • MA in law and related discipline

  • At least 7 years of work experience as a legal professional

  • Experience in legal practice, ideally related to formulation of policies, proclamations, and regulations; working on public health law is an advantage

  • Familiarity with government of Ethiopia structure and functions relating to legislative framework and processes

  • Demonstrated experience in convening and leading legislative discussions with lawmakers and technical officials

  • Familiarity with the International Health Regulations (2005) and global health security agenda targets is desirable

  • Understanding of the multi-sectoral and One Health approaches to achieving Global Health Security objectives

  • Excellent written and oral skills with demonstrated experience documenting and disseminating program accomplishments

  • Highly attentive to detail

  • Outstanding organizational, interpersonal and communication skills
