Job Description

General Context of the Project:

Contribute to the improvement of living conditions and increase resilience of the host communities and refugee communities in the Gambella area, through a local participatory development, thus, accelerating the achievement of the objectives of the Agenda 2030.

Promote the inclusive and sustainable local development of rural communities, women and youth in Gambella Region (Gambella Zuria) through an integrated approach to agricultural, economic, and social sectors.

General purpose of the position:

Under the supervision of the Country Representative and in strict coordination of the Programme Officer, the Project Coordinator is responsible for handling the overall management of VIS field office.

In particular you will directly implement the on-going AID 011513 project up to 31/05/2021 and supervise the soon starting AID 11546 project in Nguenyyiel and Jewi refugee camps up to 31/12/2020.

The position holder serves as the official VIS representative in the field office, upholding the mission, mandate and policies of VIS.

Main responsibilities and tasks:

General Program

  • Implement programs reflecting the spirit of VIS’ mission statement and in accordance with the terms and conditions specified by the contract and the job description.

  • Coordinate on-going project activities in straight collaboration with the main implementing partner and Consortium NGO partners.

  • Provide support in implementing the project activities and budgets, including procurement. Ensure request of funds are submitted and reviewed in a timely manner and submitted to Addis Ababa Office.
  • Manage and monitoring procurements and finance issue, maintain strong control on budget ensuring spending within available resources and in compliance with the donor’s and VIS’ guidelines.

  • Oversee the management of grants including the timely implementation of planned activities and appropriate expenditure of funds. Organize weekly and monthly action plans to meet the objectives of the project; Collect regular detailed progress report with monitoring updates and trends seen in the field from project staff and submit it timely.
  • Assist program office with technical advice and support and travel regularly to the refugee camps and other program sites to assure supervision and coordination with the entire programme action.
  • Continually and vigorously search for new program ideas and activities and assist in writing project proposal narratives and budgets.
  • Conduct regular monitoring visits as per VIS’ standards.

  • Ensure capacity building of the partner’s project staff and transfer key skills.

  • Facilitate effective communication with VIS main office, partners and stakeholders.

    Human Resource Management

  • Supervising and motivating direct reports, follow up their performance, providing mentoring, to ensure
    staff development and enable high performance.
  • Participate in the selection of new staff. Including: interviewing, skill assessment, general information on working and living conditions, and security briefings.
  • Delegate program duties in a responsible manner. Provide leadership; promote professional working relationships, and inspiring staff members to lead their staff and programs within budget and goals.

  • Financial and administrative oversight of the field office, including approving cash expenditures, maintain operations with operating budget, approving payroll, travel expenses, office matters.
  • Field office compliance with contract and donor guidelines and requirements.
  • Timeliness and completeness of Filed Office financial reports.

    Representation

  • Build and maintain a positive working relationship with ARRA, UNHCR, local government, and staff.
  • Meet regularly with local authorities, ARRA, UNHCR, and other INGOs, LNGOs and UN agencies to foster good will and support for all program activities.
  • Actively pursue coordination and working relationships with other NGOs and stakeholders.
  • Establish and maintain professional working relationships with the main partners, with the donors, NGOs (both local and international), and relevant government authorities.

    Job Requirements

    Education:

  • Relevant academic degree or further qualification in Economics, Development Cooperation/Development Studies, etc.

  • Relevant courses in project design, monitoring, review and evaluation (desirable).

    Professional experience :

  • Experience in project design, monitoring, review and evaluation and the application of this information to programme quality improvements.

  • 5+ years relevant NGO work experience in a senior management post.

  • Experience working as responsible for program implemented jointly with partners/consortium (desirable).

  • Previous experience in the fields of: livelihood, vocational training, child protection, education (desirable).

  • Prior experience in Gambella Region and working in refugee camps (desirable).

    Professional requirements :

  • Very good understanding of monitoring, reporting and evaluation processes.

  • Ability to maintain a high degree of professionalism in the face of highly emotive and stressful problems.

  • Very good ability to coordinate staff and work activities.

  • Excellent English report writing skills – donor standard and excellent representational skills.

    Language;

  • Very good knowledge of spoken and written English and Amharic.

    Personal requirements :

  • Excellent personal and public communication and negotiation skills with all types and levels of stakeholders.

  • Ability to take the initiative, multi-task, prioritize work and meet deadlines.

  • Very good representation and diplomacy skills.

  • Willingness to travel and work long hours when necessary.
