Call for Consultancy Service

For Hiring a Consultant to Create Database for TVET College and Provide Training Service to Selected TVET Staff

Conduct a rapid assessment of the existing data management system and needs of Vocational Counselling and Guidance (VGC) Unit of the target college, Develop a tailored database, and then provide the necessary training to selected staff (18 persons) to facilitate TVET vocational counselling and guidance service, contracts with private companies and job placements of TVET graduates, including beneficiaries of SINCE Project

Background & Programme Objective

Since, January 2018 VIS has been implementing a project titled “Job Creation for Potential Migrants in Addis Ababa” under the framework of Stemming Irregular Migration in Northern and Central Ethiopia jointly with People in Need (PIN), Concern Worldwide, and Organization for Child Development and Transformation (CHADET) in sixteen selected migration prone woredas of Addis Ketema, Arada, Kirkos sub-cities of Addis Ababa.

The project is financed by the European Union under Emergency Trust Fund for Africa, Addressing the Root Causes of Irregular Migration and Displacement in Africa. It is coordinated by the Embassy of Italy in Ethiopia.

SINCE Project intends to foster a more inclusive economic environment across the region to improve the living conditions of potential migrants, returnees, with particular focus on youth and women.

In this line, the intervention logic assumes that the reinforcement of productive value chains, access to economic stability, skilled labor, Public-Private Partnerships (PPPs), Technical and Vocational Education and Training (TVETs) and future industrial production increase create employment opportunities that help to reduce the root causes and risks of irregular migration.

In so doing, the project promotes the improvement of potential migrants and returnees’ living conditions through the reinforcement of existing value chains,
cluster of enterprises, on the job training and capacity development of the target selected beneficiaries.

The Overall Objective of the project is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with a specific focus on youths and women.

The Specific Objective is to establish inclusive economic programmes that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in the most migration prone regions of Ethiopia (Addis Ababa, Amhara, Oromia, SNNPR and Tigray) by strengthening the capacities of local technical and vocational education and training (TVET) providers and promoting public-private partnerships (PPPs) in strategic economic clusters.

Job Requirements

Required Qualifications, Skills and Experiences

a) Minimum of 5 years of experience in conducting rapid assessments and studies;

b) At least first degree in Computer Science or ICT;

c) Proven experience and evidence in developing a database, preparation of training materials and conducting similar training;

d) Experience in working with TVET and other educational institutions;

e) A Consultancy Firm or Consultant that has got Tax Identification Number (TIN).

f) Experience with non-governmental organizations.

The hard copies of the technical and financial proposals are to be submitted in person to: “VIS Finance and Logistics Department, VIS Ethiopia Office in Addis Ababa, Ethiopia located in Meskel Flower area, Enat Bank Building, 4th Floor.”

Technical and financial proposals have to be submitted to VIS Ethiopia Office by Wednesday 4th September, h.5.00 p.m. The consultant or consultancy firm has to submit the Technical and Financial Proposals in separate sealed envelopes mentioning “Technical Proposal” and “Financial Proposal” on the top of respective envelopes so that the financial information could not be revealed before assessing technical proposals.
