Job Description

1. Background & Programme Objectives

Since January 2018 VIS has been implementing a project titled “Job Creation for Potential Migrants in Addis Ababa” under the framework of Stemming Irregular Migration in Northern and Central Ethiopia (SINCE) jointly with People in Need (PIN), Concern Worldwide (CWW), and Organization for Child Development and Transformation (CHADET) in sixteen selected migration prone woredas of four sub-cities in Addis Ababa, namely Addis Ketema, Arada, Kirkos and Yeka.

It is financed under the European Union Emergency Trust Fund for Africa, under “Addressing the Root Causes of Irregular Migration and Displacement in Africa”. SINCE Programme has been coordinated by the Embassy of Italy in Ethiopia.

The Overall Objective of the project is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.

The Specific Objective is to establish inclusive economic programmes that create employment opportunities for potential migrants and returnees, with due emphasis on women and youths, in the most migration prone sub-cities and woredas of Addis Ababa, strengthening the capacities of local technical and vocational education & training (TVET) providers and promoting public private partnerships (PPPs) in strategic economic clusters.

2. Objective of the Assignment

The objective of the training is to equip the private companies’ managers and supervisors with appropriate managerial and entrepreneurship skills, as well as knowledge on workforce development, decent work, and gender issues so as to improve productivity, sectoral development as well as job opportunities for youth and women.

3. Target Participants

The training will target thirty-five managers and supervisors form selected private companies operating in Addis Ababa in metalwork, leather and construction sectors.

4. Expected Outputs and Deliverables

  • Training outline, schedule, and methods of delivery;

  • PPT material, handouts, links, etc., on the training areas;

  • Pre-training and post-training evaluation tools;

  • Photographs of the training process; and

  • Initial and final reports on the training programme

    5. Assignment Period

    The service provider shall consult and coordinate with VIS-SINCE Project Manager and Officers to accomplish the
    assignment successfully.

    The service provider needs to report about the progress of the assigned duties as per the agreement clearly indicated and outlined in the Terms of Reference (ToR). The tentative schedule for this training will be from March 19 to 21, 2019.

    Job Requirements

    6. Required Qualification and Experience

  • A minimum of Master Degree in a relevant field of study as well as five years of work experience in preparation of training materials and conducting similar trainings;

  • Experiences in conducting trainings in the areas of managerial and entrepreneurship skills, workforce development, decent work and gender issues to participants of similar level.

  • A consultancy firm/consultant that could provide evidences about the previous relevant work experiences

    7. Reporting and Documentation

    The training service provider will maintain proper documentation process of the training and evaluate the quality of the training through standard template.

    In addition, the contracted Training Service Provider will share training related data proving input to VIS training/event data monitoring system on completion and achievement of training deliverables.

    8. Payment Modality

    The payment on the awarded contract will be made in Ethiopian Birr (ETB) as per the rules and regulations of VIS Ethiopia Office which will be clearly stated in the Service Contract Agreement document to be signed by the two parties before the commencement of the training service.

    How to Apply

    VIS invites competent and experienced training consultants to submit technical and financial proposals in sealed envelopes.

    Only a single consultant or firm with technically sound and financially viable proposals will be selected by an evaluation team, following VIS procurement rules and procedures; then, the consultant with the highest point will be awarded with the contract.

    Hard copies of the technical and financial proposals are to be submitted ONLY in person to:

    VIS Finance and Logistics Department, VIS Ethiopia Office in Addis Ababa, Ethiopia located at Meskel flower area, Enat Bank Building, 4th Floor.

    Technical and financial proposals have to be submitted to VIS Ethiopia Office within eight calendar days after the first date of announcement.

    The consultant or consultancy firm has to submit the Technical and Financial Proposals in separate sealed envelopes mentioning “Technical Proposal” and “Financial Proposal” on the top of respective envelopes so that the financial information could not be revealed before assessing technical proposal.
