Scope of Evaluation:

The project evaluation will be conducted in the project implementation sites of West Pokot county.

Key tasks: The consultant will work closely with Village Enterprise staff to:

  • Participate in briefing and consultation meetings to discuss the assignment and become familiar with the WEE CSA project activities on the development of the end-line evaluation design and execution plan.

  • Develop in collaboration with VE a detailed evaluation research and analysis plan, including plans for pre-testing tools, training of enumerators, meaningful participation of beneficiaries and community members, sampling methodology, data collection in the field, qualitative and quantitative data analysis, and reporting.

  • Collaborate to develop rigorous and robust, qualitative, and quantitative data collection tools.

  • Lead data collection in the field including designing and leading key informant interviews and focus group discussions; designing and leading surveys; training research assistants/enumerators; monitoring and ensuring data quality and research ethics of enumerators.

  • Analyze data in a rigorous manner using appropriate statistical and qualitative analysis techniques.

  • Draft a high-quality end-term evaluation report to be delivered within the set deadline. Deliver the above within the agreed budget.

    Expected Deliverables.

    The deliverables will include among others the following:

  • Technical and financial proposals for the assignment.

  • Inception report by the consultant within 1 week upon signing of the consultancy contract. The inception report will include among others:

  • Feedback (or expectations) on the evaluation ToR, say, the feasibility of evaluation design, potential limitations/ restrictions, and additional issues and questions.

  • Revised approach, methodology, and instruments for data collection, organization, and analysis.

  • Sampling of evaluation respondents (stakeholders, number of representatives, etc.) - Support needed for the successful delivery of the exercise

  • A detailed schedule/ work plan, with clear roles and responsibilities

    Proposed evaluation report format

  • Draft evaluation report with clear findings, conclusions, and recommendations for review (the evaluation report needs to address the OECD DAC criteria for evaluation in detail)

  • Final evaluation report maximum 30 pages both in hard and electronic format (MS Word as well as PDF) exclusive of appendices.

  • The reports must respond to all evaluation questions in this ToR.

  • The evaluation report shall as a minimum contain.

  • Preliminary pages (table of contents, list of acronyms, acknowledgments etc.)

    Executive Summary

    A tightly drafted free-standing document including the key issues of the evaluation, main analytical points, conclusions,
    lessons learned, and recommendations. (of 2-3 pages)
    g) Introduction: a short description of the project, the purpose of the evaluation, evaluation methods etc.

    Ethical and safeguarding considerations

    The consultant is expected to strictly adhere to VE`s Safeguarding and other relevant policies. The consultant has the responsibility to ensure that any persons hired, used, or consulted during the process are made familiar with the policy and commit to abide by it during execution of this work.

    The consultant and associates must sign the policy prior to engagement in the assignment.
    Since data collection from beneficiaries will involve the consulting team to have direct contact with children and vulnerable adults, the consulting team will be required to sign and adhere to VE’s Safeguarding policy before commencing the data collection

    Safeguarding

  • Safeguarding is everyone's responsibility at VE, and it begins with me

  • Continuously sensitize program participants on safeguarding.

  • Ensure compliance with VE’s safeguarding policies

  • Report any incident of safeguarding in program operations for appropriate action/follow up.

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence

    Background:

  • Minimum Post Graduate degree in Monitoring and Evaluation, Development Studies or Social Science related field- e.g. sociology, social work (Desirable).

  • Extensive demonstrable experience in participatory research and methodologies (especially involving vulnerable children), using quantitative and qualitative information.

  • Extensive experience in conducting socio-economic, gender and climate related evaluations, with a proven track record in delivering professional results. Added advantage of previous experience of evaluating interventions with children and young people in street situations

  • Extensive experience in development programs evaluation where policy analysis, advocacy and community empowerment are key strategies,

  • A very good understanding of Kenya's political, social, economic, and cultural context.

  • Good knowledge of key policy and legislative framework, and government structures.
