Key Responsibilities
Customs Clearance and Compliance
Own the HS classification and customs valuation position for all imports and review licensed clearing agents’ draft declarations before submission through the KRA iCMS system.
Identify and resolve classification and valuation errors before declarations are lodged and address customs queries and clearance holds promptly.
Manage pre-shipment conformity requirements, including KEBS PVoC and Certificates of Conformity, and secure all required commodity-specific permits and approvals.
Ensure full compliance with Kenyan customs and trade regulations and remain updated on KRA and regulatory changes.
Import Documentation and Process Ownership
Manage the end-to-end import documentation process from supplier purchase order through customs clearance to site delivery.
Prepare, verify and manage import documentation, including Import Declaration Forms (IDF), commercial invoices, packing lists, bills of lading, airway bills, certificates of origin, permits and licenses.
Maintain an audit-ready archive of import records and ensure import standard operating procedures remain current.
Landed Cost and Duty Management
Calculate and verify import duty, VAT, excise duty, IDF fees and Railway Development Levy charges for all import entries.
Maintain landed-cost models for key imports and identify duty, tax and exemption opportunities for Procurement and Finance teams.
Ensure duty and tax funding is secured and released on time to avoid clearance delays.
Clearing Agents, Port and Demurrage Control
Manage licensed clearing agents against agreed service level agreements relating to cost, accuracy and turnaround times.
Operate an import control tower by tracking all in-transit consignments, document status, estimated arrival times and demurrage deadlines.
Minimize demurrage, detention and storage costs through proactive planning and document readiness.
Coordinate inland transport and delivery of cleared cargo with the Logistics team.
Assess and support initiatives such as self-clearing, in-house licensed-agent status and Authorized Economic Operator (AEO) accreditation where applicable.
Qualifications and Experience
Must Have
Minimum five (5) years of hands-on imports
and customs experience in Kenya, either on the importer side or with a clearing and forwarding agency.
Experience managing imports through both Mombasa Port and Jomo Kenyatta International Airport (JKIA).
Strong practical knowledge of Kenyan customs declaration procedures and the KRA iCMS system.
Expertise in Import Declaration Forms (IDF), HS classification, customs valuation, duty and tax computation, and KEBS/PVoC compliance requirements.
Proven experience controlling demurrage, detention costs and import clearance lead times.
Experience managing and holding licensed clearing agents accountable for cost and service performance.
Strong understanding of Kenyan customs regulations, trade compliance requirements, permits and exemptions.
Nice to Have
Recognized customs or clearing qualification or license, such as EAC/KRA customs certification, KIFWA qualification or licensed clearing agent status.
Experience importing feed, agricultural inputs, perishables or capital equipment.
Familiarity with ERP-based procurement and import tracking systems, with ERPNext knowledge being an advantage.
