About USP and the PQM+ Program

  • The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries. USP’s focus on global public health extends to lower and middle-income countries with work in over 20 countries through donor-funded programs. Our programs are focused on building the capacity of regulatory authorities and manufacturers in ensuring patient access to quality-assured essential medicines by providing: 1) technical assistance to manufacturers to increase the supply of quality-assured priority medicines for malaria, HIV/AIDS, tuberculosis (TB), neglected tropical diseases (NTDs), and maternal, newborn, and child health (MNCH) products; and 2) capacity-building activities to regulatory authorities to fulfill their function in ensuring the supply of quality-assured medical products.

    Brief Description of Purpose and Nature of the Assignment

  • The PQM+ program in Kenya is contributing to the development of the PPB organizational capacity development platform for self-directed learning. Through previous support, PPB staff underwent several trainings to hone their technical skills in in medicines evaluation and good manufacturing practices, both at USP Ghana and in Kenya. PPB staff have also been trained by other partners such as the World Health Organization (WHO) and other USAID programs on various pharmaceutical regulatory functions. However, PPB lacks an electronic system that contains all the training materials that new and existing staff can access for self-directed learning to build their capacity. In addition, there is no system to monitor whether new staff have undergone on-boarding training, even on basic organizational topics (e.g., human resource policy, benefits policy, code of ethics) or on PPB’s quality management system (QMS) documents (e.g., standard operating procedures, quality policy, quality manual). PQM+ is working with PPB to assess the feasibility of incorporating self-directed e-learning in the PPB platform for pharmaceutical quality-assurance related topics, which is under development.

  • To achieve this, PQM+ is seeking the services of an e-learning content development expert to carry out a rapid training needs assessment to inform PPB’s e-learning platform and content. Based on the results of this assessment, PQM+ will support PPB to map existing training programs and content to be included in the e-learning platform. Examples of existing materials include training materials used in the past by PPB, the previous USAID program called PQM, and materials from WHO and other organizations pertaining to regulating the quality, safety and efficacy of pharmaceutical and other medical products in Kenya, especially those focusing on products used in malaria and RMNCAH programs. The consultant will also work with PPB to ensure that content is developed, configured, modified and adapted into formats that enable, support and facilitate self-directed learning via commonly used open-source e-learning platforms such as Moodle. This work will be carried-out in two phases as described below.

    Key Responsibilities/Tasks

    Phase 1: Training Needs Assessment

    The consultant will:

  • Conduct a desk review of pertinent documents

  • Interview a cross section of PPB staff to establish and verify staff training needs that inform e-learning objectives, existing materials and the learner audience.

  • Identify the main facilitators and barriers to self-directed learning, to inform strategy

  • Develop a strategy to take advantage of existing PPB training material, open access learning content (i.e., trainings, readings, videos, webinars, etc.), and other relevant training content

  • Compile a report

  • Work according to an agreed timeline.

    Phase 1: Assignment Deliverables

  • Training Needs Assessment Report

  • Recommendations for platform requirements from a user perspective

    Phase 2: Content Development

    The consultant will:

  • Work with the PQM+ and the PPB team to understand existing training content and to design a training plan to meet the agreed learning objectives in a cost effective and flexible way.

  • Assess and select relevant existing materials, as a starting point for content development or adaptation (packaging resources to be accessible on the learning platform) to meet learning needs.

  • Review and use the most relevant existing materials to develop a
    more detailed outline of the PPB learning curriculum (2-3 pages), to be approved by the PPB.

  • Develop some targeted learning content for prioritized e-learning modules and trainings that are packaged in appropriate format based on stakeholder input and prioritization. This is a fully functioning online training, source document and SCORM package, associated learning materials, and storyboards that include all on-screen text and narration (voice over or text-to narration) script.

  • Revise developed and adapted content in response to comments by the PQM+ and PPB team.

    Phase 2: Assignment Deliverables

    E-learning curriculum and content that includes, but not limited to the following:

  • An outline (2-3 pages) describing the learning objectives, structure, topics and sub-topics of the curriculum modules

  • Detailed content, including all on-screen text and voice-over script, illustrated with photos and videos, in PowerPoint or other agreed upon format for the e-learning modules, including references to source materials, and photo/video credits

  • A list of key references for learners, to be incorporated into the module

  • A detailed bibliography of materials for specific module development

  • Folder with all photos, videos and graphics (in an easy to edit format) used in the e-learning module, with credits

  • Pre- and post-learning assessments

  • Course evaluations

  • A functional prototype of the online learning modules for review and validation (source files and SCORM package if relevant)

    Project Management Responsibilities

  • Participate in the initial kick-off meeting and other work implementation meetings with the PQM+ and PPB teams, to discuss the activity, agree on activity implementation plan to guide the activity through completion

  • Provide continuous updates to the PQM+ team on progress of assignment

  • Compile and submit notes and action points of key meetings

    Time frame for the work: The work will be conducted within a timeframe of approximately six (6) months between September 2020 and March 2021 (detailed timeline to be established with the consultant, in consultation with the PPB).

    Basic Qualifications and Experience

  • Bachelor’s degree in education, curriculum development, adult learning, human resources capacity development or other relevant field. An advanced qualification in a closely related field will be an advantage

  • Minimum of ten (10) years of experience in training needs assessments, curriculum design and development of training material for self-directed adult training and learning, preferably in Kenya

  • Minimum of five (5) years of experience developing participatory learning materials for the pharmaceutical/health sector, preferably in the public sector in Kenya

  • Experience managing Learning Management Systems

  • Experience working with learning development technologies

  • Experience developing or contributing to the development of online courses

  • Awareness of adult learning theory, instructional design, ADDIE, user design, and universal design practices for e-learning content.

    Other Competencies

  • Ability to handle multiple priorities in a fast-paced environment;
