Job Description

The Regional Deputy Director is responsible for oversight of the anticipated Promoting the Quality of Medicines Plus (PQM+) program activities in the Africa region, while building strong relationships with USAID stakeholders and monitoring for potential risks.

(S)he works with Chiefs of Party and regional program staff to ensure consistent, quality, and timely program delivery in line with USAID expectations, and oversees reporting to USAID and USP.

(S)he supports Chiefs of Party of countries in the region in ongoing implementation, providing support at key meetings and assistance with more complex issues.

(S)he is instrumental in obtaining mission buy-in and startup of country program operations. The Regional Deputy Director is also responsible for USAID relationship management and regional stakeholder engagement, serving as USP’s PQM+ regional representative to USAID missions and at external forums.

(S)he is a focal point for coordination among partners working on PQM+ activities in the region.

In addition, (s)he is responsible for ensuring program compliance within the region, creating and promoting channels to escalate country level risks, and continuously improving USP PQM+ policies, procedures and practices for compliance and risk mitigation.

The Regional Deputy Director is based in the regional hub and oversees a team of regional resources that includes Chiefs of Party, technical experts, program portfolio managers, an M&E/communications resource, and coordinators.

(S)he is part of the USP PQM+ leadership team and is instrumental in guiding and executing the PQM+ strategy and implementation.

Roles and Responsibilities:

  • Oversees and monitors design and implementation of USP PQM+ activities in the region to ensure timeliness, quality, and compliance
  • Oversees the accuracy, clarity, and quality of regional progress reports, workplans, and other project documentation necessary for USAID reporting, ensuring they are completed in accordance with USAID and USP policies and procedures and submitted in a timely manner
  • Ensures rigorous financial and contractual management of PQM+ activities in the region
  • Supports Chiefs of Party in the region to maintain smooth ongoing implementation of country programs, providing assistance at high-level meetings as necessary
  • Coordinates among country programs to identify areas of technical synergy and creates opportunities for knowledge sharing and continuous learning
  • In conjunction with program leadership, is instrumental in facilitating country startup, including mission buy-in, staffing, and logistics
  • Proactively develops trusted relationships with USAID missions in the region, including through regular (i.e., quarterly) visits and ongoing communication
  • Coordinates with partners implementing PQM+ activities in the region
  • Remains current on best practices and new developments and approaches in the field
  • Represents USP and PQM+ at regional external forums as necessary
  • Ensures USP processes are followed, including but not limited to monitoring, evaluation, and learning
  • Works with technical and M&E resources to develop materials publicizing regional accomplishments externally to USAID and within USP
  • Reviews and implements USP PQM+ regional policies, procedures and practices; recommends improvements to processes and controls to improve compliance and mitigate risks
  • Monitors and promotes compliance within regional and country staff (e.g., through quarterly check-ins focused on issues and risks), flagging and mitigating potential risks early
  • Proactively raises any risks to USP PQM+ leadership team, helping to identify resolution, and developing strategies to mitigate future issues

    Basic Requirements:
    Education
  • Master's degree or other professional degree in a health related field required; physician, pharmacist, or other health profession qualification highly desirable.

    Experience
  • Extensive 10+ years relevant experience leading USAID-funded global health program implementation and project management
  • Previous experience working in assigned region (3-5 years)
  • Substantive 5+ years management experience of virtual teams based in low- and middle-income countries
  • Expertise in health systems strengthening preferred

    Preferred Qualifications:
  • Extensive experience leading effective, timely, and quality implementation of donor-funded (particularly USAID-funded) global health or international development projects
  • Deep understanding of and experience working with USAID compliance rules and regulations
  • Significant experience working with high level officials in USAID and country governments
  • Existing relationships with key donors and implementing partners working on health and pharmaceutical systems strengthening preferred
  • Strong people management skills, including of virtual, matrixed teams
  • Excellent client relationship management skills
  • Excellent written and verbal communication skills
  • Ability to work in cross-cultural settings.
  • Ability to demonstrate highest degree of ethics and integrity.
  • Ability to travel up to 30% time.

    Supervisory Responsibilities:
  • Country Chief(s) of Party, Regional hub resources (e.g., Portfolio Managers, Technical specialists, Finance & admin resources, etc.)
