USAID Project Management Specialist - Data Management and Reporting Jobs in South Africa


Basic Function of Position:

  • The Senior Data Management and Reporting Specialist in the USAID Health Office leads a team of staff who are responsible for all data management and reporting activities for the USAID/Health Office.

  • The Specialist is responsible for ensuring data quality, timeliness, and accessibility for more than 1,500 input, output, outcome, and impact measures that are collected on a weekly, monthly, and quarterly basis for 40 implementing mechanisms.

  • The Specialist will execute this responsibility by:

  • Developing and leading the implementation of the USAID’s strategic vision that determines how implementing partners collect, quality assure, report, and access all programmatic data;

  • Establishing protocols and implementation plans and procedures for data management, data quality assurance, data governance, reporting and data access;

  • Supervising the daily operations of the Data Management and Reporting team with a wide range of critical responsibilities in data management, data science, data reporting, and health management information systems;

  • Leading technical guidance to implementing partners in advanced health information system analytics. The functions of the Senior Data Management and Reporting Specialist will allow USAID to establish and implement improved information management principles, practices, guidelines and standards within USAID and our implementing partners and to ensure data integrity and quality data are collected, available and accessible for partner accountability, cost efficacy of USAID programming, and programmatic sustainability.

    Major Duties and Responsibilities:

    Develop and Implement USAID’s Strategic Vision for Data Management and Reporting (25%):

  • The Specialist will develop and implement a strategic vision for how all USAID health implementing partners collect, quality assure, report, and access all programmatic data. This vision will be executed through the development of protocols and implementation plans and procedures for data management, data quality assurance, data governance, reporting, and data access.

  • Through significant, high-level collaboration with the GoSA, the Specialist will ensure that USAID’s strategic vision for data management and reporting meets USAID implementation and contractual responsibilities and supports and aligns to the GoSA’s vision and data management reporting plans.

  • The Specialist will test, refine, and validate the strategic vision and corresponding protocols for data management to establish and overarching data governance plan for the USAID/Southern Africa health office.

    Supervise the Data Management and Reporting team (25%):

  • The Specialist will lead the day-to-day management of USAID’s Data Management and Reporting team through the development of a teamwork plan that will include a wide range of critical responsibilities in data management, data science, data reporting, and health management information systems.

  • S/he will ensure that the relevant deliverables and deadlines as articulated in the teamwork plan are met. The Specialist will set work objectives and conduct performance management of team members, and s/he will ensure coordination of team activities across other teams in the health office. S/he will ensure visibility of the team’s activities through work plan feedback and various dissemination channels.

    Lead technical guidance to implementing partners in advanced health information system analytics (25%):

  • USAID implementing partners utilize multiple national health management information systems (HMIS) to closely monitor their implementation activities in more than 1,300 public health facilities and communities across more than 30 districts in South Africa.

  • The Specialist
    will lead the development and dissemination of technical guidance to more than 40 implementing partners in the utilization of health management information systems and their resulting data.

  • S/he will ensure compliance with South African and American data privacy protections and acts in USAID’s technical guidance, and s/he will provide extensive mentoring and technical support to implementing partners to ensure successful compliance to this guidance.

    Project/Activity Manager and Management of SI related projects (25%):

  • The Senior Data Management and Reporting Specialist also serves as project or activity manager. Following certification, the Specialist is delegated all authorities and responsibilities commensurate with a Contracts /Agreement Officers Representatives (COR/AOR) for PEPFAR-funded awards and contracts issued by USAID South Africa Bilateral Program, as well as USAID/Washington-procured Field Support activities.

  • In this context, the Specialist is responsible for technical and financial oversight of the implementing partner(s), reviewing reports, scopes of work, and other documents. The Specialist reviews and determines appropriateness of contract modifications and submits relevant recommendations to the Senior Acquisition and Assistance Specialist.

  • The Specialist discusses directly with counterpart officials and with the contractor on all aspects of financial expenditures and recommends action to the Senior Acquisition and Assistance Specialist.

  • CCN PSCs may participate in temporary duty (TDY) travel to USAID/Washington and other Missions in order to participate in the Foreign Service National Fellowship Program described in ADS 495maa.

    Position Elements

    Job Knowledge:

  • Demonstrate a clear understanding of information and data management as it relates to implementation of health programs; the ability to work collaboratively and autonomously. Knowledge of data analytics, database management is required.

  • Knowledge of epidemiology, health management information systems, and health services provision in South Africa is required. Knowledge of USAID policies, procedures, and reporting requirements is required.

  • Experience working with one or more international agency systems, including USAID and/or organizations with USAID Cooperative Agreements, UN Agencies, or CDC is required.

  • Knowledge and understanding of South African Government, and public and private health systems, and USAID project principles are also required.

    Skills and Abilities:

  • Strong data analytics, negotiation, representation, and communication skills. The ability to present ideas and plans in a clear and concise manner both verbally and in writing, and to both solicit input from and provide guidance to technical group in a logical manner.

  • Experience working with databases, including MS Excel and MS Access. Evidence of excellent interpersonal, facilitation and teambuilding skills/experience will be required.

    Post Entry Training:

  • The Specialist will undergo on-the-job technical training appropriate to HIV/AIDS programming, together with training to qualify him/her as a C/AOR, if necessary.
