The goal of St. John’s Community Centre (SJCC) is to empower communities by effectively addressing root causes of poverty and injustices for the attainment of sustainable livelihoods. SJCC is working with local development organizations in the USAID 4BETTERHEALTH Program - OVC activities, to improve the quality of life of over 32,226 orphans and vulnerable children (OVC) and their families by providing greater access to and uptake of quality health and social services in Nakuru, Muranga, Kajiado, Makueni, Machakos, and Kitui
Counties.

SJCC diligently upholds the value of safeguarding vulnerable children and adults thus, we are seeking to fill the position of a Technical Officer -Health with a like-minded qualified professional.

Location: Nakuru

Reports to: Regional Program Coordinator (RPC)

Responsibilities

  • To support Project Coordination, implementation, and technical guidance in Health, the jobholder will lead in planning and implementation of access to care and treatment services to orphans and vulnerable children (OVC) and their families for timely and cost effective achievement of the project goals.

  • Strengthen LIP’s Clinical/OVC Integration, with the Health partners, through development of Memorandum of Understanding (MOU) that improves collaboration for service provision, periodic monitoring, data sharing and learning.

  • Collaborate with the County Department of Health to Provide technical guidance to LIP’s to increase OVC’s access to testing, care and treatment, retention, adherence services and “Jua-Mtoto-Wako” concept and maximize outcomes across the HIV management and clinical cascade 95-95-95 strategy and Prevention (Evidence Based Interventions) services especially for those most-at-risk of HIV infection. Support strengthening of these core health services. Also strengthen linkage of HIV exposed Infants, infected and affected OVC to other health and social services as per the case plans.

  • Work with LIP’s to enhance access to appropriate services, for OVC under five years in partnership with County Department of Health and other key stakeholders. Lead the contextualization, production and dissemination of care and treatment IEC materials and Job AIDs.

  • Support seamless referral and treatment for Survivors of (S) GBV to appropriate care from health facilities, legal and social services.

  • Roles in Monitoring, Evaluation, Reporting and Learning include working with the M&E team on matters relating to health in the M&E plan

  • Work closely with the other Project technical leads to assign realistic targets to LIPs for all required and customized Health indicators. Support review of the project outcomes and utilization of
    project data on Health to prioritize interventions and for Continuous Quality Improvement. Ensure OVC HIV cascade milestones achievements are in line with the donor and UNAIDS 95-95-95 guidelines, SJCC & GoK health programming standards while corresponding to community needs and contexts.

  • Support the development, approval and utilization of annual work plans and project monitoring plans. Participate in monthly, quarterly, and annual program reviews with program teams, LIPs and stakeholders.

  • Participate in the development of best practices and performance data. Ensure documentation and dissemination of Health best practices and innovations for donor engagement. Representing the program in county health meetings and reporting in line with the donor and SJCC standards.

  • Roles in Advocacy, Partnerships, and Engagement & Networking include sustaining working relationships and participating in relevant county level health thematic technical working groups with Government departments, NGOs, other HIV and OVC actors to influence policy review
    and implementation. Support the
    development and review of partnership agreements at the county level spelling out the modalities of supporting collaboration between communities, CHVs, comprehensive care clinics, as well as sensitizing all facility staff on the bi-directional screening and referrals. Participate in county HIV care and treatment stakeholder forums for coordination and collaboration. Ensure that Program partners and LIP’s are kept informed on the New HIV guidelines, all government laws, and policies in respect to care and treatment, realized or expected impact, by the government laws, policies, and budgets.

  • Roles in Team Management include Provide technical supervision to the LIP Program Coordinator(s)/Manager and program staff/teams. Support professional development and capacity building on technical modules for the LIP staff through on job training, utilizing appropriate training options.

  • Model a high standard of personal Christian leadership and integrity through lifestyle and work relationships that support spiritual development of the team.

    Qualifications and Experience

    The Technical Officer- Health should have the following professional skills and qualifications:

  • Minimum of bachelor’s degree in public health, clinical medicine, nursing, nutrition or related field.

  • Have at least five (5) years’ experience working in USAID/PEPFAR, OVC programming supporting HIV and Health indicators with good understanding of Ministry of health HIV care and treatment systems and structures at county and national levels.

  • Experience in working with partners, including county governments, civil society, donors, and local community’s structures.

  • Appreciation of the role of community health services in the attainment of the global HIV epidemic control goal.

    The Technical Officer -health Should Have the Following Personal Skills and Qualifications:

  • Ethical conduct according to recognized professional and organizational codes of ethics.

  • Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.

  • Strong analytical skills;

  • Excellent interpersonal, communication and negotiation skills: ability to effectively liaise with a variety of stake holders in a multi-cultural environment;

  • Highly flexible work attitude; able to provide leadership in a team environment and solve problems with minimum guidance.

  • Proven skills in mentorship, training, development of training materials, and capacity building of Implementing organizations

  • Self-starter and self-motivated, hardworking, creative, passionate for quality of work

  • Resourceful, innovative, results-oriented.

  • Willing to travel to program sites throughout the area served to support the program.
