As the DoD-PEPFAR Deputy Director will provide oversight of all of the President’s Emergency Plan for AIDS Relief (PEPFAR) program areas under the U.S. Army Medical Research Directorate-Kenya (USAMRD-K).

The incumbent will directly oversee all matters relating to long-term strategic planning for DoD-PEPFAR programming, including HIV prevention, treatment, care and TB, and viral load; clinical and prevention management of HIV; administration and supervision of select staff of PEPFAR DoD

Programs; management of cooperative agreements; planning and implementing Public Health Evaluations, operational research, routine program monitoring and evaluation and partner performance; and provision of technical assistance and guidance to the Kenya Ministry of Health (MOH), the Kenya

Defense Forces (KDF), and other national and international partners and collaborators. The Incumbent will be under the USAMRD-K PEPFAR Liaison Officer, a Uniformed US Military Officer.

Requirements:

  • Public Health - At least five years of mid-to-senior level of public health experience in the management of HIV/AIDS in Africa or other developing countries is required, including program management and working with ministries of health.
  • Clinical Experience – At least three (3) years of experience of the clinical management of HIV/AIDS including experience with use of highly active antiretroviral therapy and OI prophylaxis, diagnosis and management.
  • This experience may have been concurrent with public health experience.
  • Research and Policy – Must have demonstrated experience working with development of national level health policy, preferably in HIV/AIDS related areas.
  • Must also have at least one (1) year experience conducting public health research as a principal or a co-investigator.
  • This experience may be concurrent with the public health and/or clinical experience.
  • Must have excellent knowledge of the agency/Mission/Section, host country/region and branch related subject matter.
  • Must have technical knowledge of medicine, epidemiology and public health relevant to the East African region.
  • Medical qualification (United States MD or local equivalent) is required.
  • A Master’s degree in Public Health, or equivalent qualification relevant to health and HIV/AIDS care, treatment and prevention, is also required.
  • Level 4 English (speaking, reading and writing) and level 3 Kiswahili (speaking, reading and writing) are required. (This may be tested)

    Skills and Abilities
  • Must be able to lead, guide, motivate a large, technically and culturally diverse staff at assigned program sites in conducting complex programs; plan, coordinate, and prioritize complex interventions
    in HIV AIDS care and prevention; manage analyze and report on the substantial program resources allocated for relevant activities at their assigned study sites.
  • Must have strong computer skills in Word, Excel, PowerPoint, and ability to communicate effectively orally and in writing.
  • Must be able to write, review, and edit process written reports and policies.
  • Must have computer skills, including mastery of the use of spreadsheets, database software packages, and basic budgeting and financial operations.
  • Must have strong interpersonal skills, the ability to work as a team member and to lead teams both on operational and research levels.
  • Must possess excellent communication and coordination skill.
