Duties

Basic Function of the Position

  • The incumbent of this position is the senior program specialist on DoD’s HIV comprehensive prevention portfolio under the resident’s Emergency Plan for AIDS Relief (PEPFAR) for DoD’s civilian and Kenya Defense Forces (KDF) interventions.

    The incumbent will be responsible to oversee the following technical HIV prevention components:

  • optimization of HIV testing services (HTS), orphans and vulnerable children (OVC), voluntary medical male circumcision (VMMC), prevention strategies for key populations (KP) and priority populations to include adolescent girls and young women, and cross-cutting gender issues, particularly gender-based violence (GBV).

    Responsibilities are two-fold:

  • Supporting program development, implementation, and scale up and quality improvement for comprehensive prevention program as part of the clinical cascade; and working with implementing partners to manage programmatic elements and performance for HIV and AIDS services in Kenya.

  • The Incumbent will report to the Deputy Director, DoD PEPFAR, under the U.S. Army Medical Research Directorate-Africa (USAMRD-AFRICA).

    Qualifications and Evaluations

    Requirements

    Experience

  • Public Health - At least 3 years of specialist experience in public health program implementation and management of HIV/AIDS is required. Emphasis on prevention strategies, comprehensive HIV prevention, behavioral interventions, behavioral communication, working with Key and Priority population programs.

  • Program Management Experience: At least 3 years of medical and/or public health experience in Kenya including managing donor-supported programs, capacity development and collaboration partnerships with GoK and partners is required. The 3 years managerial experience can be part of the 3 year prior work experience.

    Education Requirements

  • Medical degree and/or a Master’s degree in Public
    Health or Behavioral Science is required.

    Evaluations

    Language

  • Fluent English (speaking /writing) is required. (This may be tested).

  • Good (Reading/speaking /writing) is required.

    Skills and Abilities

  • Must have demonstrated experience in leading large diverse teams in management of strategic information.

  • Must possess the ability the solve problems surrounding logical sequencing of activities, e.g., developing HIS strategies, excellent analytical skills, and M&E logical frameworks, develop evaluation protocols, create quality improvement plans, report flow charts, etc.

  • Must have computer skills, including mastery of the use of spreadsheets, database software packages, and basic budgeting and financial operations, as well as the ability to use relevant software for the management of large databases (E.g., R, STATA, SAS, or equivalent).
