US Embassy Nairobi Public Health Specialist (Monitoring and Evaluation) Jobs in Kenya


Duties

Basic Function of Position

  • The incumbent will provide leadership and strategic direction to guide the implementation of Strategic Information (SI) activities in the President’s Emergency Plan for AIDS Relief (PEPFAR) for U.S. Army Medical Research Directorate-Africa (USAMRD-A) as Department of Defense’s (DoD) Agency-level Representative.

  • The incumbent will develop and implement strategies and systems that: ensure effective monitoring, evaluation, and analysis of all program and related PEPFAR DoD civilian and Kenya Defense Forces (KDF) activities; use appropriate technologies to integrate data collection, processing, and reporting, in a manner that enhances the use of the information for improving patient and program outcomes; and provide support for studies and research related activities in the program. S/he will guide the SI team in support of achieving program goals and objectives.

  • The Incumbent will report to the Deputy Director, DoD PEPFAR, under the U.S. Army Medical Research Directorate-Africa (USAMRD-A).

    Qualifications and Evaluations

    Requirements
    Experience

    Must have at least 5 years’ experience, including the following components:

  • Must have a strong HIS and/or M&E and/or QA/QI background. At least 5 years’ experience in HIS and/or M&E and/or QA/QI, with preference in HIV programs in Africa, including experience with health information systems; experience collecting and synthesizing data and data analysis used for public health programs is required

  • Management experience: Minimum of 3 years of management and supervisory experience is required (may be concurrent with experience requirement described above).

  • Previous experience with PEPFAR, USG, and/or other international donor reporting is required (may be concurrent with experience described above).

    Job Knowledge

  • Familiarity with the Kenya Ministry of Health and SI organization structure within MOH, KDF, NASCOP, other governmental health entities is required.

  • Familiarity with HIV indicators (e.g., PEPFAR, UNGASS, GFATM, etc.) and the demonstrated ability
    to create HIV program performance and planning analyses.

    Education Requirements

  • Medical Degree and/or Master’s Degree in Epidemiology, Program Evaluation, Health Informatics, Monitoring & Evaluation, Computer Science, or Public Health is required.

    Evaluations

    Language

  • Fluent English (speaking, reading, and writing) is required. This may be tested.

  • Good working knowledge of Kiswahili (speaking, reading, and writing) is also required.

    Skills and Abilities

  • Must have demonstrated experience in leading large diverse teams in management of strategic information.

  • Must possess the ability the solve problems surrounding logical sequencing of activities, e.g., developing HIS strategies, excellent analytical skills, and M&E logical frameworks, develop evaluation protocols, create quality improvement plans, report flow charts, etc.

  • Must have computer skills, including mastery of the use of spreadsheets, database software packages, and basic budgeting and financial operations, as well as the ability to use relevant software for the management of large databases (E.g., R, STATA, SAS, or equivalent).
