US Embassy Nairobi Public Health Specialist (Care & Support) Jobs in Kenya


Duties

  • The incumbent is the senior program specialist on DoD’s HIV/AIDS adult and pediatric treatment and TB portfolio under the President’s Emergency Plan for AIDS Relief (PEPFAR) for DoD civilian and Kenya Defence Forces (KDF) activities.

  • The incumbent will oversee the PEPFAR DoD adult, pediatric, and adolescent treatment, care, prevention of mother to child transmission (PMTCT), and tuberculosis (TB).

    Key Responsibilities are two-fold:

  • Implementing and supporting treatment and care interventions and working with implementing partners to monitor performance and maintain delivery of high quality HIV services.

  • The Incumbent will report to the Deputy Director, DoD PEPFAR, under the US Army Medical Research Directorate-Africa (USAMRD-A), Walter Reed Army Institute of Research

    Requirements

    Experience

  • Must have a total of 3 years of experience in public health and clinical care of HIV/AIDS, and one additional year of experience at the managerial level with multiple staff is required.

    Public health and clinical care of HIV/AIDS must include the following components:

  • Public Health - At least 3 years of public health experience in the management of HIV/AIDS in Africa or other developing countries is required with emphasis of Prevention of Mother to Child Transmission (PMTCT), Care and Treatment and Tuberculosis. Must also have 3 years’ experience of working with ministries of health in developing countries.

  • Clinical Experience – At least 3 years of experience in the clinical management of HIV/AIDS including experience with use of highly active antiretroviral therapy and OI prophylaxis, diagnosis and management.

  • Research and Policy – Must have demonstrated experience working with development of national level health policy, preferably in HIV/AIDS related areas. Must also have at least 1 year experience conducting public health research as a principal or a co-investigator.

    Job Knowledge

  • Technical knowledge of clinical medicine, epidemiology, and public health relevant to the African setting, is required.

  • S/he must have a developed understanding of intra-agency procedures for coordination with agency headquarters and embassy management.

  • Job holder is a senior public health specialist in the section and as such explains agency and USG PEPFAR policies, guidelines and procedures for administration of grants, contracts and/or cooperative agreements.

  • This full array of organizational knowledge is required because job holder is the "front person" for explaining to implementing and collaborating partners HIV/AIDS and PEPFAR policies, procedures, and technical matters and the importance of achieving strategic objectives and keeping accurate records to reflect that achievement.

  • Job holder is required
    to have a high level of detailed knowledge of the host country public health environment, including a detailed knowledge of the structure and operations of the host government ministries that deal with public health issues, the environment for health care delivery for both tuberculosis and HIV/AIDS, strengths and weaknesses at the national, regional, district and community level.

    Education Requirements

    Mandatory

  • Degree - Medical qualification (United States MD or local equivalent) is required.

  • Master’s Degree in Public Health, or equivalent qualification relevant to health and HIV/AIDS care, treatment and prevention is also required.

    Evaluations

    Language

  • Level 4 (Fluent, speaking/reading/writing)of English is required. (This may be tested).

  • Level 3 (Good Working Knowledge, speaking/reading/writing) of Kiswahili is required.

    Skills and Abilities

  • The incumbent must have demonstrated ability to providing technical guidance in a large, technically and culturally diverse staff at assigned program sites in conducting complex programs; plan, coordinate, and prioritize complex interventions in HIV AIDS treatment, care and prevention; manage analyze and report on the substantial program resources allocated for relevant activities at their assigned study sites.

  • Must have strong computer skills in Word, Excel, PowerPoint, and ability to communicate effectively orally and in writing.

  • Must be able to process written reports and use spreadsheets and database software packages.

  • Must have strong interpersonal skills, the ability to work as a team member and to lead teams both on operational and research levels. Excellent communication and coordination skills are a must.

  • The incumbent must ensure that the clinical, care, TB and PMTCT strategic objectives of OGAC, PEPFAR, and WRAIR are met.
