Basic Function Of Position


The Development Specialist serves as the LE Staff project implementation expert in Millennium Challenge Corporation (MCC) Lilongwe Malawi. Under the supervision of the Resident Country Director (RCD), develops and manages a wide range of project activities, policy positions, budget oversight, and other issues related to the programs under the Compact agreement between Malawi and the US. The incumbent is responsible for creating effective working relationship with MCC Washington, government and private officials and key stakeholders in Lilongwe, and the donor community.

Major Duties and Responsibilities

Program Management 80%

  • Advises the MCC and Malawi partners on program operations, implementation planning, compliance with MCC and USG control procedures, program audit, monitoring and impact evaluation, quarterly program review and program reporting. This requires a thorough understanding of the Compact agreement, program activities, implementation processes and benchmarks.

  • Coordinates with MCC Washington to ensure proper implementation of internal control procedures, as well as to advance audit and impact evaluation efforts. In addition, ensures timely delivery of all reports, plans, approvals, and agreements required for program implementation.

  • Manages the Compact programs and reports to the RCD on their implementation, including:

  • Reports on Compact programs in Malawi, including procurement, staffing, budgeting, and financial and asset management needs, and to coordinate visits by MCC staff and technical advisors from Washington. Develops tracking systems, including developing and managing data analytics in PowerBi (or similar data systems), and maintains data on donor activities, academic analyses, and private sector experiences and approaches to the technical aspects of activities reflected in the Compact.

  • Conducts financial and data analysis on the Compact budget.

  • Tracks the Country Team travel budget, and provide budget justification and analysis

  • Tracks milestones and monitors progress on the implementation agreement and specific project work plans;

  • Monitors compliance with the conditions established in the Compact;

  • Prepares analysis and assessment to identify areas for technical support and improvement;

  • Recommends program modifications to address implementation problems and to ensure results.

  • Drafts briefing papers, speeches, talking points and reports on Compact activities. Assists in preparing responses to inquiries from the Government of Malawi, MCC Washington, US Congress, other USG agencies, and other stakeholders.

    Outreach 20%

  • Develops regular technical interactions and close working relationships with all relevant Malawi government ministries and agencies, Compact partners including designated procurement agent and fiscal agent.

  • Serves as the key liaison with private sector institutions and other non-government stakeholders and provides guidance wherever necessary.

  • Organizes public outreach and representational events relating to MCC activities and Compact implementation, including visits from CODELs, other donors, representatives of the local business community and civil society and other interested parties.

    Experience:


  • At least seven years of progressively responsible experience in strategic planning, design, budgeting, analysis, and reporting in a government or private sector entity, development organization, international NGO or international commercial bank; experience in research and drafting reports, negotiating and managing complex activities in team setting.

    Job Knowledge:

  • Must have good working knowledge of economic development policies and practices; knowledge of the principles, concepts and methodology involved in the development, implementation, management, and evaluation of international development and investment programs, in particular those involving large scale road civil works, blended finance mechanisms, and land administration and management reforms.

    Education Requirements:

  • Master’s degree in the particular
    specialization relevant to the Compact Program at post, such as Economics, Social and Environmental Sciences, Engineering, Natural Resource Management.

  • Level IV (fluency – speaking/reading/writing) English is required

    Agency Benefits:

    The pay plan is assigned at the time of the conditional offer letter by the HR Office.

    Important:

    Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of their most recent DD-214 (“Certificate of Release or Discharge from Active Duty”), equivalent documentation, or certification.

    A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions within 120 days after the certification is submitted by the applicant.

    The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.


  • This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
