Summary:

The U.S. Mission in Uganda is seeking eligible and qualified applicants for the position of Public Health Specialist (PMTCT).

The work schedule for this position is:

Duties:

  • Job holder is a Maternal Child Health (MCH) / Prevention of Mother to Child Transmission of HIV (PMTCT) public health specialist responsible for planning, implementing, monitoring and evaluating assigned MCH/PMTCT program activities in Uganda.
  • Under the direction of the MCH/PMTCT Team Lead, job holder supports Uganda’s interventions to significantly improve maternal and infant health outcomes, and reduce Mother to Child Transmission of HIV and Syphilis.
  • Job holder’s duties include technical support, advice and guidance, day-to-day program management, coordination and collaboration with colleagues of agency and interagency technical working groups and public health entities that support US Government /PEPFAR-funded programs in Uganda.

    Qualifications and Evaluations

    Education:

  • Master’s degree in Public Health (MPH), or Master of Science (MSc) degree in Epidemiology, or Nursing, or Health policy is required.

    Experience
  • Five years of lower to mid-level public health experience in developing, implementing and evaluating HIV/AIDS, PMTCT and Reproductive, Maternal, Neonatal, and Child Health (RMNCH) programs, that involve coordination with an international agency or USG/PEPFAR implementing partner is required.

    Job Knowledge:
  • Detailed knowledge of the current policy, programming and practice trends in the field of PMTCT, Early Infant Diagnosis and pediatric HIV care and treatment is required.
  • Advanced knowledge of latest research and policies in: maternal and child health and PMTCT, HIV/AIDS care and treatment required.
  • Good working knowledge and experience in HIV/AIDS prevention (PMTCT, HCT, etc.), behavior change, care and treatment and testing is required.
  • Knowledge of the development of quality of care assessment and assurance tools is required.
  • Detailed knowledge of U.S. government public health programs and strategies is required. Good working knowledge of program management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
  • Detailed knowledge of the host government health care system and structures, including familiarity with MOH policies, program priorities and regulations as related to Maternal and Child Health and PMTCT is required.

    Language:
  • Level IV (fluency – speaking/reading/writing) in English is required. (This may be tested)

    Skills And Abilities:
  • Must be able to work effectively in a multi-cultural environment.
  • Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required.
  • Intermediate user level of word processing spreadsheets and databases is required.
  • Ability to analyze and integrate diverse and complex quantitative and qualitative data from a wide range of sources.
  • Numerical skills for data analysis are required.

    Qualifications:

  • The certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. Acceptable documentation must be submitted in order for the preference to be given.
  • This level of preference applies to all Foreign Service employees on LWOP and CS with re-employment rights back to their agency or bureau.
