Basic Function of Position

The incumbent works under the direct supervision of the Site Security Manager (SSM). S/he serves as the Local Security Investigator
(FSNI) for all local security related investigative activities, associated with the construction of the U.S. Embassy's NOX/SPX Project

Conducts back ground checks for all local applicants seeking employment with U.S. Embassy under its NOX/SPX Project.

Coordinates security activities of the local security guard force and the Site Security Manager.

This position is a limited duration contract position which will end in approximately 3 years, in accordance with the U.S. Embassy NOX/SPX Project completion date.

Responsibilities

  • Conducts background checks/investigations of Locally Employed staff members and third-country nationals
    (TCNs) including personnel interviews, residence and former employment checks.
  • Coordinates with the U.S. Embassy's Regional Security Office and local Police for security reasons, and keeps the Site Security Manager (SSM) informed of threats and perceived vulnerabilities involving the OBOKampala NOX/SPX Project.
  • Provides informal translation services for the Site Security Manager and other OBO-Kampala staff members whenever necessary.
  • Provides responses to and coordinates security issues/problems (crimes & accidents) involving the NOX/SPX project employees with host country security organizations

    Qualifications

    Education:

  • Completion of both "O" and "A" level education from an accredited institution is required.

    Prior Work Experience:

  • Three years of progressive work experience in law enforcement, investigative or surveillance work with military, police
    or private security organizations is required.

    Post Entry Training:

  • Attend U.S. Embassy security seminars and training programs.
  • Attend Diplomatic Security's Basic Foreign Service National Investigator Courses

    Language Proficiency:

  • List both English and host country
    language(s) proficiency requirements by level and specialization
  • Level III (Good Working Knowledge) speaking/writing/reading of English is required.

    Job Knowledge:

  • A good working knowledge of Uganda's criminal and civil procedures, judicial systems as well as customs and cultures.
  • Knowledge of Ugandan laws concerning; - marriage, divorce, adoption and invasion of privacy. Knowledge of the U.S. Government's/ Department of State's security policies and procedures.

    Skills and Abilities:

  • Must possess excellent judgment, decisiveness, honesty, trustworthiness, flexibility and persistence. Must be
    computer literate and able to use Adobe Acrobat, Microsoft word, Access, Outlook and Excel.
  • Be skilled in defensive
    driving and possess a valid driver's license class B, DL & CM.
  • Ability to develop and maintain contacts with working level officers from various security agencies (Military, Police & Private Security Organizations).
  • Ability to exercise initiative and resourcefulness in obtaining information or evidence.
  • Ability to draft reports in precise English.
  • Good communication skills.
  • Must be flexible and able to work weekends/ longer hours when required.
