Basic Function of Position

  • Provides office support for ten investigators, a six-person Bodyguard Unit, and the Regional Security Office (RSO) at the Embassy. Functions include establishing and maintaining a variety of investigative and administrative databases, maintaining files, case tracking, scheduling the issuance of embassy Identity Cards (IDs) and maintaining ID log, including tracking expiration dates and providing clerical support through scheduling and liaison with the RSO office.

  • Manages the leave schedule and submits Time and Attendance reports. Serves as Sub-Cashier. Assists with any duties as assigned from time to time. Incumbent is supervised and rated by RSO Office Management Specialist.

    Major Duties and Responsibilities

    Providing Administrative Services and Maintaining the Office (70%)

  • Incumbent provides telephone and receptionist services for the investigations office; she/he ensures that office systems are running smoothly; and follows up with investigators to ensure that commitments made are kept. Incumbent keeps abreast of procedural requirements and changes. She/he requisitions office supplies and offers printing services.

  • Incumbent is responsible for filing documents and maintaining filing systems and organizes the flow of other clerical processes in the office.

  • In cooperation with Human Resources, incumbent initiates background investigation cases, which include new cases and revalidation cases of FSNs, PSCs, and contractors. The incumbent follows up these cases with the investigators to ensure that all requirements are completed, and cases are then closed and updated.

  • Incumbent is the primary employee responsible for updating the RSO FSN Investigation databases (FSNs, contractors, Peace Corps, and domestic staff), including but not limited to FSN bio-data, background investigation cases, and ID
    Badge records.

  • Incumbent is responsible for following up on ID Badges for FSNs, contractors, Peace Corps, and personal drivers. This includes presenting all the expired, lost, or damaged ID Badges to the Regional Security Office for replacements and
    updating the ID Badge database. The incumbent further guides all FSNs, contractors, Peace Corps, and personal drivers on how to go through the process by availing them with the necessary forms.

    Serve as Sub-Cashier for Petty Cash Disbursements (30%)

  • The incumbent receives cash advances from the Embassy Class B cashier, disburses petty cash when all of the necessary paperwork has been completed, and is accountable for all receipts and balances. She or he performs monthly reconciliations and reports to the Class B cashier. She or he is responsible for keeping the cash in a secure
    location and is the back-up cashier when the Class B cashier is closed or out.

    Qualifications Required for
    Effective Performance


    Education:

  • Two years of general College or University Studies is required.

    Prior Work Experience:

  • Two years’ experience in an administrative position in a high volume environment with high levels of responsibility, in either a private or a US Government organization is required.

    Post Entry Training:

  • Administrative investigative procedures. Time and attendance system (GFS50, Basics of Time and Attendance for Overseas Staff, 18 hours). E2 travel solutions. COAST system (GFS41, Basic Overseas Cashiering, 2 weeks).

    Language Proficiency:

  • (List both English and host country language(s) proficiency requirements by level and
    specialization)

  • Level 3 (Good Working Knowledge) Speaking /Reading/Writing of English is required.

    Job Knowledge:

  • Working knowledge of USG office procedures and expectations, knowledge of filing systems and
    computer-based administration systems is required.

  • Knowledge of how to operate in a professional office environment is required. Understanding of Ugandan administrative protocols is required.

    Skills and Abilities:

  • Proficiency in use of Microsoft Office Programs (Word, Outlook, Access, and Excel) is required. Ability to exercise initiative and be resourceful in managing operations is required.

  • Ability to draft correspondence in English is required. Superior interpersonal skills is required.

    Qualifications:

  • All applicants under consideration will be required to pass medical and security certifications.
