Duties

  • Job holder is a Maternal Child Health and Prevention of Mother-to-Child Transmission (MCH/PMTCT) public health specialist responsible for planning, implementing, monitoring, and evaluating assigned MCH/PMTCT program activities in Uganda.

  • Under the direction of the MCH/PMTCT Team Lead, job holder supports Uganda’s interventions to significantly improve maternal and infant health outcomes, and efforts to eliminate Mother to Child transmission (MTCT) of HIV, Syphilis and Hepatitis B.

  • Job holder’s duties include technical support subject matter expert (SME) advice and guidance, day-to-day program, and cooperative agreement (CoAg) management for MCH/PMTCT projects, coordination, collaboration with colleagues of agency, interagency technical working groups, and public health entities that support President’s Emergency Plan for AIDS Relief (PEPFAR)-funded MCH/PMTCT programs in Uganda.

    Qualifications and Evaluations

    Requirements:

    Experience:

  • Five years of mid-to senior level public health experience in developing, implementing, and evaluating HIV/AIDS, PMTCT, and/or Reproductive, maternal, Neonatal, Child and Adolescent Health (RMNCAH) programs that involve coordination with an international agency or USG/PEPFAR implementing partner is required.

    Job Knowledge:

  • Comprehensive knowledge and experience in HIV prevention, care, and treatment with strong skills in the clinical management of HIV/AIDS in general and advanced knowledge of MCH and PMTCT in specific is required.

  • Good working knowledge and experience in HIV/AIDS prevention (PMTCT, HIV Counseling and Testing (HCT), pre-exposure prophylaxis (PrEP) etc.), behavior change, HIV care and treatment is required.

  • Detailed knowledge of USG public health programs in general and USG-supported HIV/AIDS programs in specific is required. Good knowledge of data-driven strategies to plan, develop, implement, and evaluate results of public health programs.

  • Demonstrated ability to conduct high-quality strategic science with impactful dissemination of results to expert and lay audiences is required.

  • Good knowledge of team management, including program implementation and monitoring, leading a multi-disciplinary team, and administration, budgeting, and fiscal management, is required.

  • Detailed knowledge of the Uganda government health care system and structures, including familiarity with Ministry of Health policies, program priorities, and regulations is required, with focus on those related to MCH and PMTCT.

    Education Requirements:

  • Completion
    of a master’s degree in public health or Master of Science in Epidemiology from an accredited university is required.

    Evaluations:

  • Language: Fluency speaking/ reading/writing English is required. This may be tested.

    Skills and Abilities:This may be tested.

  • The job holder will need to use data to prioritize programmatic areas for impact. Program management skills are required, including technical proficiency for tamely and rigorous data analysis and data interpretation for continual program improvement, including data management and data analysis.

  • Proficiency in Microsoft Office applications with regular keyboard skills where good working speed and accuracy is required. Budget formulation and funds monitoring required the ability to use advanced spreadsheets. Strong oral and written skills for effective communication are required.

  • Ability to develop, conduct, and disseminate quantitative and/ or qualitative strategic science with effective communication to expert and lay audiences is required.

  • Program administration skills are required, including reviews of regularly reported data, preparation of ad hoc reports, and management of grants and cooperative agreements.

  • Ability to manage and lead multi-stakeholder teams toward achievement of programmatic priorities, applying tactful and diplomatic skills that ensure effective working relationships with USG, National, and international working partners is required.
