U.S. Embassy in Trinidad & Tobago Youth Development and Diversion Grant
The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project providing a community-based solution to counter gang recruitment in selected communities of Trinidad and Tobago (TT).
Problem Statement: Criminal gang activities drive violent crime and homicides in Trinidad and Tobago. Reducing youth involvement in gangs enhances citizen security by targeting adverse individual, familial, educational and community factors.
Project Vision: This project activity aligns with Integrated Country Strategy Goal 1 ‘Enhance Citizen Security and Rule of Law’, Sub objective 1.2.1 ‘TT expands youth development and diversion programs to disincentivize gang involvement, strengthens juvenile justice system, and improve relationship between law enforcement and at-risk communities.’
Through this call for applications and support to non-profit civil society organizations, the Bureau of International Narcotics and Law Enforcement Affairs at US Embassy Port of Spain envisions two relevant sport, music or art community-based programs that improve positive community dynamics and youth resilience in the six to 21 age group.
These programs will have the effect of offering alternative options to joining criminal gangs through meaningful and holistic personal impact.
Project GoalGoal 1: At-risk youth who access sporting, music or art program do not join criminal gangs or engage in criminal activity.
Project Objectives
Objective 1: At-risk youth join and stay with the program through the program’s life.
Objective 2: Program participants develop and apply technical skills taught during the program.
Objective 3: Program participants do not join criminal gangs.
Funding Information
Award amounts: awards may range from a minimum of $25,000.00 to a maximum of $50,000.00
Project Implementation Period: 12 – 18 Months.
Project Activities and Deliverables
Applicants should budget for all goods, services, materials, and logistics related to
executing the activities of their proposal. These costs need to be categorized as personnel, travel, equipment, supplies, contractual, construction, or other. Activities need to be defined as a cluster of these expense types. Further, activities need to be tangible, and listed as measurable milestones that can be assessed and verified by the Grant Officer Representative as completed. Funds will be disbursed as requested, upon verification assessment. Each milestone will require the applicant submit a report to the Grant Officer Representative, before applying for additional funds.
Applicants are encouraged to budget for grant administration and reporting requirements. If the applicant does not have a NICRA rate, applicants can use a 10% de minimis rate for indirect expense calculations.
Priority Region/Countries: Trinidad and Tobago.
Participants and Audiences
The target participants are youth between 10 and 18 years old from at-risk communities.
Applicants should also identify specific location/s in which the project will be implemented.
The program must be inclusive to all participants regardless of gender, LGBTQI+ orientation, race, ethnicity, religion or disability.
Eligibility Criteria
The following organizations are eligible to apply:
Trinidad and Tobago not-for-profit organizations, including think tanks, civil society/nongovernmental organizations, professional associations, and other organizations that have a proven track record of trustworthiness.
Incomplete application packages will not be considered for funding.
