Duties

The job holder serves as a Public Health Specialist (Behavioural Scientist- HIV/AIDS Service Delivery) in the HIV Service Delivery Pillar for the Division of Global HIV and TB (DGHT).

S/He is responsible for planning, formulating, analyzing, evaluating, and/or implementing policies for CDC’s public health programs, with a focus on behavioural and social interventions (prioritizing interventions for adolescent girls and young women, orphans and vulnerable children, and other priority populations).

Under the direction of the supervisor s/he develops, oversees, coordinates, and manages new initiatives, special activities, and programs impacting various international public health activities, such as, HIV prevention, counseling and testing, and care and treatment.

Job holder is a Locally Employed Staff appointed to perform program management and technical assistance duties to ensure that all activities contribute to the achievement of CDC DGHT and PEPFAR and Kenya goals and objectives for HIV/AIDS epidemic control. Incumbent reports directly to the HIV Service Delivery HIV Prevention Team Lead.

Qualifications and Evaluations

Requirements:

Experience:

  • Five years of mid-to-senior level public health experience in developing, implementing and evaluating public health programs, that involve coordination with an international agency or implementing partner is required; a minimum of two years supporting HIV behavioral or social interventions is preferred. One year of experience at the managerial level with multiple staff is required.

    Job Knowledge:

  • Comprehensive technical knowledge of HIV prevention, care and treatment; epidemiology and behavioural and social science; stakeholder engagement; and current public health issues and approaches especially in the African public health setting, is required.

  • An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international public health program is required.

  • Detailed knowledge of the Kenya health care system and structures (including familiarity with MOH policies, program priorities and regulations) is required.

  • In-depth specialist knowledge of USG public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of prevention programs is required.

  • Good understanding of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.

  • Must be conversant with research methods and data management programs.

  • Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of cooperative agreements/grants is required.

    Education Requirements:

  • Master’s degree in Behavioral or Social Science field (anthropology, sociology, psychology, or related field) is required.

    Evaluations:

    Language:

  • Level IV fluency in English (speaking/reading/writing) and level III good working knowledge in Kiswahili (speaking/reading/writing) is required.

    Skills and Abilities:

  • Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners.

  • Strong leadership skills are required to lead results-driven project teams and workgroups.

  • Ability to analyze,
    understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.

  • Ability to provide critical advice and assistance in overcoming barriers to program delivery and application due to economic, cultural, or political controversies or difficulties.

  • The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders.

  • Considerable innovation will be required to influence other collaborative organizations engaged in HIV prevention and treatment programs to adopt appropriate strategies for their program activities.

  • Intermediate user level of word processing, spreadsheets and databases is required.

  • Strong skills in interpretation of program monitoring and evaluation data are required.

  • Keyboarding skills that include both speed of at least 40 words per minute and accuracy are required.

  • The pay plan is assigned at the time of the conditional offer letter by the HR Office.
