Duties

The job holder is the senior public health specialist supporting the President's Emergency Plan for AIDS Relief (PEPFAR) activities. This position is responsible for planning, formulating, analyzing, evaluating, and implementing policies for CDC’s public health programs. The job holder provides technical leadership and oversight in the design, implementation, and strengthening of disease surveillance systems.

The job holder also will be responsible for conducting large and complex HIV/AIDS epidemiologic surveys, and operational research. The job holder develops, overseas, and coordinates new and special initiatives impacting various international public health activities. These include surveys, study protocols, national surveillance strategies, the implementation of studies, monitoring research projects, and technical assistance to analyze study results.

Job holder leads annual program strategies, activities, work plans, budgets, and monitoring plans (e.g., PEPFAR Country Operational Plan) and drafts regular progress reports related to program activities.

The incumbent works closely with partners to support CDC’s public health programs, monitoring, evaluating and in some cases adapting existing and/or new innovative strategies to specific situations to ensure that program objectives are met.

The incumbent provides technical assistance and scientific advice on epidemiology and strategic information to the Ministry of Health (MOH), National AIDS Commission (NAC), National Registration Bureau (NRB) and other participating and implementing partners.

This leadership role requires an extensive knowledge of a wide range of community and clinical interventions related to disease surveillance, research, and surveys. The job holder is an FSN Direct-Hire appointed to perform inherently governmental duties, such as supervise USDH and Project Officer responsibilities.

The incumbent reports directly to the Branch Chief for Epidemiology and Strategic Information and supervises two Epidemiologists, mentors two to three fellows, and monitors the work of 10 to 15 staff of implementing partners, contractors, and host government.

Qualifications and Evaluations

Experience:

  • Five years of mid- to senior-level public health experience in the management and development of epidemiological surveillance and/or large-scale surveys of HIV/AIDS prevention, treatment, or care programs are required. One additional year of experience at the managerial level is required

    Education Requirements:

  • Master of Public Health (MPH), Master of Science Public Health (MSHP), Masters’ Degree Epidemiology, Health Science or Biostatistics is required

    Evaluations:

    Language:

  • Level IV (fluency – speaking/reading/writing) including the ability to translate
    English and Chichewa is required.

    Skills and Abilities

  • Strong analytical skills to readily understand and discuss new surveillance program design, management, and implementation approaches are required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.

  • Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners.

  • Strong leadership skills are required to lead results-driven project teams and workgroups.

  • Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis, and reports.

  • Strong skills in interpretation of program monitoring and evaluation are required.

  • The jobholder will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders.

  • Considerable innovation will be required to influence other collaborative organizations engaged in programs that increase the number of health care workers and improve the quality and effectiveness of care to adopt appropriate strategies for their program activities. Intermediate user level of Microsoft Office applications is required.

  • Extensive knowledge and skills with computer software for data management and statistical analysis (Statistical Package for the Social Sciences (SPSS), Software for Statistics and Data Science (STATA), Statistical Analysis System (SAS), ACCESS and/or EpiInfo), Word Processing (Word), complex use of spreadsheets (Excel) is required for data management, analysis, interpretation, and preparation of reports.

  • Regular demand for keyboard with good working speed (40 WPM) and accuracy for use in preparation of reporting documentation is required.
