Duties

  • The Job holder is a public health advisor on HIV prevention programs for CDC Malawi. The job holder is directly supervised by the Public Health Specialist (HIV/AIDS Prevention, Treatment and Care Team Lead) and receives general guidance from the Country Director and the Branch Chief for Health Services.

  • Position is responsible for the design, implementation, coordination, and evaluation of a broad range of agency-funded HIV prevention program activities and studies required to implement the President’s Emergency Plan for AIDS Relief (PEPFAR) in Malawi, as well as other health program activities under the US Global Health Initiative.

  • Position is responsible for managing the portfolio for Adolescent Girls and Young Women (AGYW) among other HIV Prevention programs. Job holder is a USG HIV/AIDS prevention public health advisor to the Malawian Ministry of Health, implementing partners, including those funded by the Malawian government or the Global Fund, and non-governmental organizations (NGOs) in the implementation of HIV prevention and AGYW program activities and studies.

  • The incumbent represents CDC on HIV prevention and AGYW program issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. Job holder serves as the Project Officer as well as activity manager for HIV prevention and AGYW programs across several grants, contracts and cooperative agreements and coordinates funding, reporting, and administration with the Grants Management Branch to assure projects are conducted and USG funds are appropriately utilized.

    Qualifications and Evaluations

    Requirements:

    Experience:

  • A minimum of 3 years of mid-to-senior level public health experience in developing, implementing & evaluating HIV/AIDS prevention or other public health programs that involve coordination with an international agency or implementing partner is required.

    Education Requirements:

  • Masters (MPH, MSHP) degree or host country equivalent in public health, nursing, health policy, public administration, or social sciences is required.

    Language:

  • Level IV (fluency – speaking/reading/writing) in English is required.

    Skills and Abilities:

  • Comprehensive knowledge and experience in HIV/AIDS prevention is required. Thorough public health knowledge of current HIV/AIDS issues is required, as well as broader public health knowledge.

  • Detailed knowledge of the host government health care systems and structures
    including familiarity with MOH policies, program priorities and regulations is required.

  • Detailed working knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of treatment programs is required.

  • Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required.

  • The ability to lead results-driven project teams and workgroups is required. Intermediate user level of word processing, spreadsheets and databases is required. Numerical skills for data analysis are required.

    Qualifications:
