Duties

Under the direct supervision of Health Informatics Team lead, the position serves as a senior technical advisor to CDC partners with the planning, design, development and operational maintenance of data collection and analysis applications supporting disease surveillance and response, clinical case management and program monitoring, with particular focus on IT governance, risk management, data security, compliance, IT infrastructure and health information systems interoperability.

The incumbent is responsible for upholding best practices across all CDC implementing partners for implementation of sound project management with respect to digital information systems initiatives.

The position employs standard programming, systems analysis, application design, project management, and life cycle planning methodologies to ensure adherence to standard, quality of product, and timeliness of tasks. The job holder is responsible for ensuring that CDC-supported HIS initiatives apply industry-recognized informatics standards to uphold IT governance, risk management, compliance, security, and interoperability between disparate information systems.

The job holder leads the evaluation of HIS in terms of addressing the requirement and ongoing new program needs, quality of patient care, user acceptability, and performance of the systems. The job holder serves on national advisory committees, technical working groups and other relevant HIS governance bodies.

Qualifications and Evaluations

Experience:

Minimum of 5 years of progressively more responsible work of a program, technical or administrative nature where emphasis is placed on analytical, judgmental and expository abilities with respect to the operation, management and utilization of computer systems. Within this minimum of five years’ experience, at least

three years’ experience within a US Government agency, NGO or other health-related agency is required.

Level 4 (Fluent) Speaking/Reading/Writing Amharic is required. (This may be tested)

Level 4 (Fluent) Speaking/Reading/Writing English is required. (This may be tested)

Skills and abilities

Ability to design, implement and maintain health information systems software.

Ability to use Microsoft office products (MS Visio, Power BI, MS Excel, MS SQL).

Must be able to explain complicated IT security and governance concepts and complexities.

Must possess excellent interpersonal skills and demonstrate cooperative working relationships with subordinates, supervisors, project collaborators, government and development partners, and entire CDC-Ethiopia and headquarter staff.
