Duties

The Voucher Examiner is in the Regional Financial Management Office and reports to the Supervisory Voucher Examiner/Certifying Officer. The incumbent audits, reviews and examines difficult and complex multi-source funded contracts, grants and cooperative agreement payment documents for goods and services relating to multiple agencies project / program, general activities, operating expenses, international and entitlement travel vouchers, and USDH benefit and allowance payments.

This includes vouchers, invoices, advance requests, and advance liquidations in US dollars and local currencies from multiple countries.

The incumbent is responsible for operating CGFS Global Financial Management Systems and information security to a level of “Separation of Duties. “Individual Accountability” and “Need to Know” as defined in the relevant Foreign Affairs Manuals and Handbooks

Direct Supervisor of Position:

  • S/He works independently with minimal direction and guidance. Supervised by the Supervisory Voucher Examiner/Certifying Officer, with oversight supervision by the Senior Financial Specialist, DFMO and Senior FMO.

    Qualifications and Evaluations

    Experience:

  • Two years of experience in debtors / creditors, voucher examination, accounting or business, science is required.

    Education Requirements:

  • Successful two-year diploma / certificated course in accounting, business, finance is required.

    Language:

  • Level 4 (fluent) Speaking/Reading/Writing English is required. (This may be tested).

    Skills and Abilities

  • Ability to identify applicable regulations, interprets complex and technical regulations, and applies these regulations to the voucher examination process.

  • Ability to read and interpret detailed technical regulations, guidance, and provisions of contracts/grants to make determinations, with minimal supervision.

  • Good communication skills both oral and written.

  • Ability to articulate complex issues orally and in writing.

  • Familiarity with Microsoft Word is required. (This may be tested)

  • Familiarity with Microsoft Excel is required. (This may be tested)
