Duties

Under the direct supervision of Branch Chief in the CDC South Africa Care & Treatment branch, the job holder provides comprehensive public health technical, administrative and managerial advice and assistance in support of pediatric activities provided under the President's Emergency Plan for AIDS Relief (PEPFAR), and aligned to Government of South African public health policy guidelines, Responsibilities include day-to-day program management and development, monitoring, reporting and close collaboration with PEPFAR partners to ensure implementation is carried out in accordance with program strategic objectives and internationally recognized best practices in pediatrics.

Partners include other PEPFAR agencies, host government ministries, Global Fund, International Organizations (IO) and Non-Governmental Organizations (NGO) involved in treatment of HIV/AIDS in country.

Job holder is the Maternal Child Team Lead and supervises three program Public Health Specialists and represents the CDC South Africa on pediatric AIDS issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies., and other stakeholders.

Qualifications and Evaluations

Experience:

  • Five years of mid-to-senior level experience as a clinician managing pediatric patients is required.

  • Prior work experience must include clinical experience in care of infants and children with HIV and TB.

  • Two years of public health experience developing, implementing or evaluating HIV/AIDS programs or other relevant public health programs that involve coordination with government or international agencies, universities or implementing partners is required.

  • One year of experience at the managerial level with multiple staff is required.

    Job Knowledge:

  • Cross-cutting professional knowledge foundation in both TB and HIV/AIDS activities is required.

  • Detailed knowledge of current HIV/AIDS infectious disease issues, behavior change, counseling, care, testing and clinical interventions related to TB and HIV/AIDS treatment
    for co-infection.

  • Knowledge of the South African Government health care system and structures including familiarity with Ministry of Health policies, program priorities and regulations is required.

  • Detailed knowledge of CDC HIV/AIDS public health programs, policies, regulations, and precedents applicable to the development and administration of national/international public health programs funded by PEPFAR is required.

    Education Requirements:

  • Doctoral level (MD or PhD) degree or host country equivalent in medicine is required.

    Language:

  • Fluent; speaking/reading/writing in English, may include the ability to translate. This may be tested.

    Skills and Abilities

  • Strong oral, written communication skills and managerial skills are required.

  • Ability to analyze, understand and discuss new program design, management and implementation approaches is required.

  • The ability to influence other collaborative organizations engaged in HIV/AIDS treatment programs to adopt appropriate strategies for improving the programs for patients with HIV/AIDS co-infection is an important skill required for this position.

  • Intermediate user level of word processing, spreadsheets and databases is required.

  • Strong skills in interpretation of program monitoring and evaluation data are required.

  • This would include the ability to understand and synthesize numerical data.
