About the Position:

The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers life saving products including knowledge, technology and medical material that sustain the combat effectiveness of the Warfighter.

Responsibilities

  • Serve as County Director over the United States Military HIV Research program in Uganda
    Facilitate research efforts and direct all infectious disease prevention, care & treatment activities
  • Oversee the development of annual program plans & budgets
  • Identify compromises between the most desirable application of scientific principles and the exigencies of costs, priorities, schedules, or other factors
  • Represents MHRP/DoD interests as part of complex interagency coordination of HIV/AIDS research, prevention & care treatment efforts in the country
  • Provide direct supervision of the President's Emergency Plan for AIDS Relief supported activities
  • Interact with locally represented and international donor organizations, government ministries and other stakeholders
  • Identifies, develops, implements, & maintains a quality assurance/improvement system & policies ensuring ethical research conduct
  • Develops & implements comprehensive HIV/AIDS care & treatment programs & malaria programs with focus on supporting local communities
  • Provide senior level supervisory guidance to personnel

    Requirements
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain eligibility to a Secret security clearance.
  • This position requires the incumbent to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08) Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.
  • Business travel is required 20% of the time.

  • Basic Requirement for Health Science
  • Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
  • This degree must be from an educational program accredited by an accrediting body recognized by the U.S.
  • Department of Education at the time the degree was obtained.
  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
  • Specialized Experience: One year of specialized experience which includes (1)
  • Experience managing a public health program to include facilitating research efforts; (2)
  • Experience directing prevention, care, and treatment
    activities related to infectious diseases (3) Experience developing annual program plans and budgets.
  • This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).
