Division & Project Overview:

The Quality and Performance Institute (QPI) is a division of URC that has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region.

RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.

Roles and Responsibilities:

  • The Temporary Technical Director will support the Chief of Party (COP) in the design, implementation and monitoring of the USAID RHITES-N Acholi Activity for the period the Technical Director is on maternity leave (about 4 months).
  • This position is responsible for providing technical direction on activities that lead to increasing the access and utilization of quality health services.
  • The Temporary Technical Director will assist the COP to manage the tasks of the Technical Director.

    Main duties include but are not limited to:

  • Provide technical direction for the implementation of the RHITES N Acholi project.
  • Build capacity of project staff, DHMTS and other counterparts the project is working with.
  • Strengthen and lead teams to achieve project targets and milestones in a timely manner.
  • In Consultation with District Technical Coordinators liaise with district leaders and ensure their buy-in and engagement.
  • Support development of COP 19 and Year 3 work plans, and Year 2 Q4 and Annual report.
  • Ensure strong coordination within project components and with district counterparts and partners.
  • Strengthen
    health systems in districts in the most efficient and sustainable manner in collaboration with other partners at district, facility and community levels.
  • Provide continous guidance and support to the technical staff mainly in the areas of focus of the project.
  • Support upcoming SIMS visits, partner meeting, performance review and support visits to the project.
  • Collaborate with relevant districts structures and teams to improve quality of data.
  • Support timely completion of all project deliverables for USAID, relevant Government Ministries and RHITES-N Acholi.
  • Ensure efficient use of the resources for improving health of the people of 8 districts of Acholi region.
  • Support review of weekly and monthly reports, dash boards submitted to USAID.
  • Any other responsibilities assigned by the Chief of Party.

    Minimum Qualifications:

    Required Experience & Qualifications

  • A Master’s Degree in public health or a related field OR 5 years of experience (in addition to the below requirement of 5 years) in a management position for a donor funded health project;
  • A minimum of 5 years of progressively increasing responsibility working for a service delivery and technical assistance program;
  • At least 5 years’ experience of working with districts, health facilities and communities in Uganda.
  • Experience with integration of gender and youth into health projects and services; and
  • Experience designing and implementing successful facility and community-based health service delivery activities.

    Desired Qualifications and Requirements:
  • Experience of working in northern Uganda preferred.
  • Experience with similar RHITES mechanism is highly desired.
