    Project Overview:

  • The 10-year Technical Assistance Marketplace for Health Supply Chain and Pharmaceutical Management (TA Marketplace) Project is part of the Next Generation Global Health Supply Chain Suite of Programs (NextGen). The TA Marketplace Project will facilitate TA services to strengthen national supply chain systems for better performance and sustainability; provide operational and technical support to increase access to health commodities; and/or improve pharmaceutical management systems, including pharmaceutical services, to ensure health impact is achieved.

  • The prime contractor will be responsible for creating, engaging, managing, and supporting a network of specialist providers who will provide the supply chain and pharmaceutical management TA.

    Roles and Responsibilities:

  • URC is currently seeking a qualified Technical Director to spearhead effective implementation of the Project’s overall strategic technical direction for TA MarketPlace. S/he will provide technical leadership to the design, implementation, and partner support. As part of supporting successful Project implementation, s/he will work with the network of experts to provide supply chain and pharmaceutical management TA in USAID-assisted countries. S/he will be a member of the project’s Senior Management Team.

    Primary responsibilities include but are not limited to:

  • Provide overall technical leadership and direction, as delegated by the DCOP, for project elements – forecasting, warehousing, supply planning, pharmaceutical management, distribution, capacity building, and
    other areas related to supply chain and pharmaceutical management

  • Provide high-level coordination and promote partnership and multi-sectoral collaboration within countries and globally.

  • Coordinate effective implementation of contract activities, including the development of annual plans and facilitation of timely implementation and responsiveness to stated objectives and performance monitoring plan.

  • Assume accountability for the achievement of results, ensuring that the quality of TA is maintained at the highest standards, and technical objectives and deliverables are met in a timely manner.

  • Develop innovative technical strategies for improving the impact of contract activities.

  • Ensure timely submission of high-quality and comprehensive technical reports according to agreed-upon deadlines and respond promptly to other informational requests by USAID as needed.

  • Serve as a spokesperson and advocate, representing the program to the USG, donors, relevant stakeholders, cooperating agencies, and others.

  • Recruit and supervise staff to meet evolving demands, including management of a roster of technical experts with national and international expertise to contribute to needs as required.

  • Lead TA to the private and public sectors, including ministries of health and other government bodies, across the project elements.

  • Engage partners, consultants, and technical experts at the URC home office and abroad strategically to support the achievement of the objectives in a timely manner.

  • Liase and coordinate Project activities with other donors (e.g., UNOPS, the Global Fund, WHO, ADB, etc.) to develop greater synergy and maximize the impact.

    Minimum Qualifications:

  • Master’s degree or advanced degree in public health, supply chain management, pharmaceutical management, business administration, or related field

  • At least 12 years of progressive work experience in supply chain management and/or pharmaceutical management including expertise in one or more key areas, such as supporting and strengthening warehousing, distribution, quantification, forecasting, procurement, transportation, and information systems, and private sector engagement with supervisory and managerial responsibility.

  • Experience managing teams of multi-disciplinary technical specialists.

  • Demonstrated experience developing, managing, tracking, and reporting on activities in multiple countries and technical areas, and their associated budgets.

  • Demonstrated ability to work with others to translate technical materials into practical tools and approaches.

  • Demonstrated ability to work in complex environments and manage diverse and substantial teams to deliver impact.

  • Demonstrated ability to undertake problem analyses to develop creative and innovative approaches to improve program design, implementation, and results reporting.

  • Prior experience working with USAID and other international donors and knowledge of USAID and US Government policies, regulations, and procedures.

  • Proven ability to develop productive working relationships with diverse public and private sector stakeholders, USAID and other donors, implementing partners, and organizations worldwide and effectively coordinate, manage differing priorities and perspectives.

  • Strong verbal, written, and presentation skills.

  • Strong management, interpersonal, communication, mentoring, coaching, and facilitation skills.

  • Fluency in English (oral and written) is required; fluency in a second language (e.g., French, Spanish, etc.) is desired.
