    Project Overview:

  • URC is pleased to announce that it will be implementing USAID’s Defeat TB project. Aligned with Objective #3 in USAID’s Country Development Cooperation Strategy and in support of the Government of Uganda’s TB Program, this five-year, USAID funded project’s goal is to increase TB case notification, case detection, and treatment outcomes through health system strengthening. URC seeks qualified candidates to join our team in the Kampala office for the above position and help us to end the TB epidemic in Uganda.

  • The Defeat TB project goal is to increase TB case notification, case detection, and treatment outcomes through health system strengthening with the aim of ending the TB epidemic in Uganda.

    Job purpose:

  • The Senior Monitoring, Evaluation & Learning Advisor is responsible for the design of the project’s monitoring and evaluation agenda and the creation systems to measure and document program process, output and impact data results by routinely and systematically collecting, analyzing and presenting program data for project staff, partners as well as the donors.

    Roles and Responsibilities:

  • Working closely with the relevant MOH
    departments, lead the USAID/Defeat TB project efforts towards strengthening the Ministry’s HMIS systems at the various project-supported hospitals.

  • Closely working with Project and hospital clinical and data staff, take lead in tracking Project performance indicators using MOH and Project HMIS systems and tools.

  • Closely work with the Project team to ensure achievement of the Project targets.

  • Build the skills of, and support hospital and Project staff in M and E procedures so that data is generated in a uniform manner.

  • Oversee Project M and E activities and provide leadership (through support supervision, training, and coaching) to the project M and E and hospital data teams.

  • Provide M and E technical support and training to the Project team including tool design, preparation of statistical tables, data entry and analysis using statistical packages.

  • Take lead in program surveys, organizing and coordinating the preparation of quarterly, semi-annual, and annual performance reports with program staff and partners and giving feedback on M and E activities.

  • Participate in and support the Project implementation team to document and disseminate lessons learned and best practices.

    Experience & Qualifications:

  • A Master’s degree in, Statistics or another relevant field.

  • Minimum of 10 years relevant experience in monitoring and evaluation of donor funded project.

  • Demonstrated practical skills in monitoring and evaluation of TB, HIV/AIDS, and/or other relevant health programs.

  • Demonstrated expertise and experience in data analysis and report writing.

  • Familiarity with PEPFAR indicators and reporting requirements as they pertain to TB and HIV prevention, care, and treatment.

  • Must possess excellent management and English communication skills.
