    Project Overview:

  • University Research Co., LLC (URC) is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance.

  • This five-year activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition, and child development services.
    Job Purpose: Grants & Compliance Management Specialist will coordinate RHITES-EC local organizations’ Non-US Pre-Award Survey (NUPAS) assessment process, documenting the findings of assessments, and thereafter leading capacity building efforts for the local organizations to mitigate and address identified gaps, weaknesses and risk areas.

  • S/he will assess and document the ability of prospective recipients to receive, perform and achieve the objectives of USG awards in accordance with USG rules, regulations and cost principles.

    Roles and Responsibilities:

  • In coordination with the local capacity building team, administer the URC Grants Management Manual assessment tool (NUPAS) on eligible local organizations, with special attention to the organizations’ sub-award management policies, procedures and structures.

  • Identify specific areas requiring improvement, clearly document identified weaknesses and design mechanisms to mitigate these identified
    weaknesses.

  • Develop materials and provide training and oversight to facilitate corrective action on the identified weaknesses and gaps.

  • Work with staff of identified organizations to develop workplans for continuous improvement and tracking mechanisms to address identified gaps.

  • Work with identified organizations staff to implement the agreed upon corrective measures, track progress and achieve agreed upon milestones in each area of sub-award management.

  • Prepare periodic reports on progress and update Senior Management on achievements and progress against the agreed upon workplan and key indicators for each area.

  • Work with sub-grantees to prepare and complete cost proposals during application process to ensure compliance with USAID and URC financial rules and regulations.

  • Oversee sub-grantees monitoring and capacity building processes (Internal control procedures; Allowable costs/cost principles under USAID regulations; Cash management systems; Equipment and Real Property Management; Performance Periods and Modifications; Procurement standards; Program income; Review monthly financial reports from partners and subgrantees, etc).

  • Perform any other duties assigned by the supervisor.

    Required Experience and Qualifications

  • Master’s Degree in Business, Management, Finance, Administration, or other related field.

  • At least 8 years of relevant experience managing the financial and administrative components of grants, grants-under-contract, subcontracts, preferably in USG-funded programs in the health sector.

  • Specific experience with USAID contracting and grant mechanisms, with demonstrated knowledge of USAID financial and management systems, regulations, and reporting requirements.
