    Project Overview:

  • University Research Co., LLC (URC) is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The purpose of this project is to support the implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance.

  • This five-year activity targets 12 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development services. URC is seeking qualified candidates to fill the following positions at the Jinja town and district-based offices.

    Job Purpose:

  • The Director Health Systems Strengthening directly oversees the Health Systems Strengthening portfolio of the project including Human Resources for Health, Laboratory, Supply Chain, District Stewardship and Quality Improvement. S/he will have relevant technical expertise and experience; solid professional reputation; and program management expertise. S/he will mentor and supervise a team of other senior level teams who manage the different program components.

    Roles and Responsibilities:

  • The Director, HSS roles and responsibilities also include, but are not limited to, the following:

  • Coordinate implementation of project activities at district level using the district lead programming approach and work closely with field teams, districts and other stakeholders to ensure coordinated implementation and district ownership for sustainability.

  • Support effective coordination of all field activities to ensure efficiency, Collaboration, learning and Adaptation.

  • Manage relations with both technical and political district leaders.

  • Prioritize hard to reach communities especially islands and marginalized groups for inclusive development.

  • Provide technical direction for implementation of laboratory Strengthening activities functionality of the sample and results transportation system, repair of equipment, accreditation of hubs in line with local and international standards and quality management systems for lower level laboratories.

  • Oversee implementation of supply chain strengthening activities including efforts to improve accurate quantification and reporting for all commodities, coordinate with other supply chain partners (JMS, NMS, MOH, MAUL
    and UHSC), monitor order fulfillment analysis and processing of back orders, regular stock monitoring, Implementation of RX Solution, SPARS, rational drug use and pharmacovigilance activities among others.

  • Work with the project Engineer to oversee renovation of relevant health facilities ensuring compliance to national and USAID guidelines.

  • Oversee implementation of the project’s Environmental Management and Mitigation Plan (EMMP), including preparation of reports to USAID.

  • Provide technical assassinate for implementation of Quality Improvement (QI) activities and ensure efforts are aligned to the national Quality Improvement framework and strategic plans:

  • Ensure functionality of Regional, District and facility teams.

  • Build the capacity of district and facility staff to implement QI activities through knowledge and skills strengthening activities.

  • Ensure systems for reporting QI efforts are strengthened.

  • Integrate QI methods in all technical areas.

  • Represent the project at the National QI coordination meetings.

  • Coordinate and supervise human resource for health development activities in close collaboration with the USAID strengthening Health Systems Strengthening Project, Office of Prime Minister (OPM) and other HRH stakeholders.

  • Support districts to implement the PEPFAR HRH package.

  • Support districts to plan for recruitment and supervision of human resources through implementation of performance management package.

  • Support functionality of Human Resources Information System (HRIS).

  • Support implementation of other innovative HRH approaches as they evolve including Biometric system to monitor attendance to duty among others.

  • Supervise and appraise assigned staff.

  • Monitor and track HSS budget.

  • Review activity requests and reports for approval by COP.

  • Participate in business development activities.

  • Provide Technical Assistance to the Local Transition award

  • Perform any other responsibilities assigned by supervisor

    Required Experience & Qualifications

  • Post-graduate degree in Public Health/Health Administration, social sciences or a related field.

  • Minimum of 10 years of professional working experience strengthening health systems in developing countries.

  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.

  • Excellent organizational, analytical, and problem-solving skills and oral and written communication skills in English.

  • Previous experience working on US government programs will be considered an asset.

  • Demonstrated capacity to manage for results.

    Desired Experience & Qualifications

  • Experience with USAID, PEPFAR and or other donor projects.

  • Experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders.

  • Experience working within Uganda is strongly preferred.
