    Activity Overview:

  • The purpose of the anticipated USAID/Malawi MOMENTUM Activity is to support the Government of Malawi’s (GOM’s) efforts to reduce maternal, newborn, and child mortality through improved access and quality of health service delivery with particular focus on maternal, neonatal, and child health (MNCH); family planning/reproductive health (FP/RH); nutrition; water sanitation, and hygiene (WASH); and prevention of malaria in pregnancy.

    Job Purpose:

  • The Director Health Systems Strengthening directly oversees the Health Systems Strengthening portfolio of the activity including human resources for health (HRH), supply chain, district stewardship and quality management (QM). S/he will have relevant technical expertise and experience; solid professional reputation; and program management expertise. S/he will mentor and supervise a team of other senior level teams who manage the different program components.

    Roles and Responsibilities:

  • The Director, HSS roles and responsibilities also include, but are not limited to, the following:

  • Coordinate implementation of project activities at district level using the district led programming approach and work closely with field teams, districts and other stakeholders to ensure coordinated implementation and district ownership for sustainability.

  • Support effective coordination of all field activities to ensure efficiency, collaboration, learning and adaptation.

  • Prioritize hard-to-reach communities especially marginalized groups for inclusive development.

  • Oversee implementation of supply chain strengthening activities including efforts to improve accurate quantification and reporting for all commodities, coordinate with other supply chain partners to monitor order fulfillment analysis and processing of back orders, regular stock monitoring, rational drug use and pharmacovigilance activities among others.

  • Work with the project engineer to oversee renovation of relevant facilities ensuring compliance to national and USAID guidelines

  • Oversee implementation of the project’s Environmental Management and Mitigation Plan (EMMP), including preparation of reports to USAID.

  • Provide technical assistance for implementation of quality improvement (QI) activities and ensure efforts are aligned to the National Quality Management Policy for the Health Sector and its structures:

  • Ensure functionality of district and facility teams.

  • Build the capacity of district and facility staff to implement QI activities through knowledge and skills strengthening activities.

  • Ensure systems for reporting QI efforts are strengthened.

  • Integrate QI methods in all technical areas.

  • Represent the project at the National QM coordination meetings.

  • Coordinate and supervise human resource for health development activities in close collaboration with HRH stakeholders and support implementation of innovation HRH approaches.

  • Supervise and appraise assigned staff.

  • Monitor and track HSS budget.

  • Review activity requests and reports for approval by COP.

  • Provide technical assistance to local partners as needed.

  • Perform any other responsibilities assigned by supervisor.

    Required Experience & Qualifications

  • Post-graduate degree in Public Health/Health Administration, social sciences or a related field.

  • Minimum of 10 years of professional working experience strengthening health systems in developing countries.

  • High level of interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.

  • Excellent organizational, analytical, and problem-solving skills and oral and written communication skills in English.

  • Previous experience working on US government programs will be considered an asset.

  • Demonstrated capacity to manage for results.

  • Experience working within Malawi

  • Language: Fluent written and spoken English required.

    Desired Experience & Qualifications

  • Experience with USAID or other donor projects.

  • Experience collaborating and developing partnerships with Ministry of Health and Population/other national ministries and programs, district teams, donors, NGOs, and/or other stakeholders.
