University Research Co., LLC (URC), a US-based public health organization working in Uganda since 2005,
is implementing the USAID’s Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID’s RHITES EC). The RHITES EC project started in October 2016 and runs till September 2021. The RHITES EC project supports 12 districts in East-Central Uganda to periodically review their performance data, plan, implement and monitor progress on key indicators in HIV/TB prevention and treatment, Malaria, Nutrition and RNMCAH.

Under overall direction by the Chief of Party, the Director for Health Service Delivery is responsible for providing high level strategic leadership, guidance, oversight and supervision of the design, implementation, monitoring of project-supported high quality, high-impact interventions to support delivery of HIV prevention, care & treatment; Malaria; Tuberculosis (TB); Maternal, Newborn and Child Health; Family Planning; and Nutrition services in the 12 districts.

Responsibilities

  • Take lead in the rapidly evolving design, implementation and tracking of HIV, TB, , Malaria, RMNCH, FP and Nutrition program interventions and activities, using a Collaboration, Learning and Adaptation (CLA) approach as well as ensuring adherence to relevant national policies and guidelines;
  • Supervise and provide ongoing strategic leadership and technical guidance to the project HIV/TB and Family Health (Malaria, RMNCH, Family Planning and Nutrition) teams to effectively provide program implementation support to cluster, district and healthcare facility-based teams;
  • Working closely with other Directors and teams, design and lead technical understanding of initiatives to strengthen capacity of districts, healthcare facilities and respective communities to deliver high quality, high impact health interventions and services;
  • Ensure the project’s HIV, TB, Malaria, RMNCH, FP and Nutrition activities are informed by evidence, are well-coordinated and demonstrate clear direction towards district, Government of Uganda and USAID performance targets;
  • Oversee and ensure appropriate technical support is provided by the project to cluster and district teams, including DHMTs, to in-turn effectively support service provider teams at facilities and in communities to deliver quality HIV, TB, Malaria, RMNCH, FP and Nutrition services;
  • Closely work with other project senior, mid-level management and field teams as well as district and service provider teams to routinely use QI methods to address service delivery performance gaps;
  • Actively be involved in engagement meetings and for a at MOH (including participating in relevant National TWGs) and USAID as may be required, including effectively representing the USAID RHITES-EC and preparing and making high quality presentations in these engagements;
  • Prepare
    and present routine and periodic program reports, as may be required; and
  • Other duties as assigned.

    Requirements

  • A Bachelor’s degree in medicine;
  • A Post-graduate qualification in Medicine or Public Health, or another relevant field;
  • At least 10 years of professional working experience in strengthening service delivery systems in HIV, TB, RMNCH, FP, Malaria, and or nutrition programs in Uganda, ideally working closely with central and district local governments to design, implement and monitor related public health interventions;
  • Broad knowledge and understanding of the Ugandan health care system, particularly the public health system (district health services) and good knowledge of relevant community support structures.
  • Experience with USAID, PEPFAR and or other donor projects;
  • Experience collaborating and developing partnerships with Ministries of Health/National Programs, District Local Governments, donors, NGOs, and/or other stakeholders on HIV/TB and/or RMNCH initiatives in alignment with national strategic plans;
  • Experience working within Uganda is strongly preferred;
  • Experience in managing quality improvement interventions and technical/institutional capacity building programs; and
  • Excellent written and oral communication skills.
