The Somali Urban Investment Planning Project (SUIPP) financed by the World Bank managed Somali Multi-Partner Fund (MPF) is supporting the preparation of feasibility studies and detailed engineering designs for urban roads in two cities of Somalia (Kismayo and Baidoa).


Functional Responsibilities

A. General Background of Project/Assignment:

The Somali Urban Investment Planning Project (SUIPP) financed by the World Bank managed Somali Multi-Partner Fund (MPF) is supporting the preparation of feasibility studies and detailed engineering designs for urban roads in two cities of Somalia (Kismayo and Baidoa). The project is currently under preparation for carrying out feasibility studies and detailed engineering designs for 30km of urban roads in Kismayo (8 roads) and 20km of urban roads in Baidoa (6 roads).

Under the overall supervision of the Project Manager, the Drainage Engineer will apply his/her technical expertise to deliver road drainage related tasks to support feasibility studies and detailed designs of the urban roads in Kismayo and Baidoa.

Review the performance of the existing drainage system taking into account of the hydraulic capacity, assets condition, maintenance requirements, storm water quality management etc. and make recommendations for road drainage improvements.

Investigate the drainage characteristics of the subject project catchments / sub-catchments, establish design flows, determine the most appropriate drainage systems including system layout, outfall locations, conceptual designs, preliminary cost estimates etc. and provide input to the feasibility assessment and design teams.

Effective coordination with the design team and external stakeholders to ensure the most practical and optimum drainage solutions are developed for implementation.
Identify and assess the maintenance requirements of the road drainage assets and provide input to the development of operations and maintenance plans to ensure that they are effectively operational and sustained throughout the design life.

Prepare the drainage investigation report including details on data collection and analysis to be included in the design report.

B. Deliverables

Timely delivery of the expected output from drainage investigation for incorporating to the feasibility studies and detailed design.
Delivery of the final drainage investigation report for the roads under assessment and design in Kismayo and Baidoa to the quality standards and within the timeframe agreed at the commencement of the engagement.

Subject to project necessities and at the discretion of the Project Manager this position holder may be granted permission to prepare the final report from home within the contract duration.

Education/Experience/Language requirements

Education

  • Master's Degree in Civil Engineering with emphasis on Water Engineering or Drainage Engineering (or related discipline) is required.
  • A bachelor degree in Civil Engineering or related discipline with additional two years of post-qualification experience in hydraulic/hydrological studies, roadway drainage design or related fields may be considered in lieu of the master's degree.

    Work Experience

  • Minimum of 5 years of experience in road drainage related studies or investigations and/or road design and/or roadway drainage design or related field is required.

  • Past experience in Africa and/or in a developing country and/or post conflict context is desirable. Interpersonal Skills

  • Excellent verbal and written English required;

  • Computer literacy (ICT) desirable;

  • Demonstrated ability to produce high quality reports and documentation required;

  • Demonstrated organisational skills with ability to prioritize workload and complete projects under deadlines within budget constraints required;
