Org. Setting and Reporting

The United Nations Office at Nairobi (UNON) is the United Nations headquarters in Africa and the representative office of the Secretary-General.

UNON support programme implementation of the United Nations Environment Programme (UNEP), Resident Coordinator System (RCS) and the United Nations Human Settlements Programme (UN-Habitat) globally, as well as other United Nations offices in Kenya, by providing administrative, conference and information services (www.unon.org).

This post is located in the Talent Development Unit (TDU), Human Resources Management Service (HRMS), Division of Administrative Services, UNON and the focus of this job is on learning and staff development, and as such contributing to the administration and facilitation of UNON’s learning programme.

Under the direct supervision of the Chief, TDU/HRMS, the incumbent is expected to perform a range of duties which include:

Responsibilities

Recruitment and placement:

• Participates in the selection of candidates for secretarial, clerical and related categories positions; including evaluating and screening applications of such candidates, preparing profiles of candidates, and conducting preliminary interviews, and conducting roster searches for vacancies and identifying short-lists of candidates.
• Assists in the filling of posts for all categories, including consultants/interns/UN Volunteers and initiating and following-up on reference checks and academic verifications, ensuring the completion of the pre-recruitment formalities, calculating salaries, and preparing and processing Umoja SCs and SES.
• Assists in programming and coordinating pre-recruitment examinations (UNOETS/GGST).
• Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements.
• Advises on recruitment related matters, both staff and non-staff categories.

Staff development and career support training:

• Assists in the organization and conducts of training courses and workshops.
• Provides logistics and administrative support to engage individual trainers and corporate contractors to provide training.
• Raises internal and external billing for training services rendered by the Unit, follows up on payments
• Participates in the facilitation of trainings/briefings

General:

• Supports orientation services for onboarding staff and assists staff in separation arrangements where appropriate.
• Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports.
• Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
• Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in Umoja, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
• Prepares written response to queries concerning HR/training related matters.
• Trains and provides supervision to new and lower-level staff in the unit.
• Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
• Assists with visualizations and updating information material such as web pages or brochures.
• Performs other duties as required.

Education

  • Completion of high school diploma or equivalent is required.

  • Supplemental training in administration, human resources, and staff development is desirable.

  • Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Eastern Asia (ESCWA), United Nations Office at Geneva.


    Work Experience

  • A minimum of seven (7) years of progressively responsible experience in human resources
    management, administrative services, Staff development or related area is required.

  • Experience with Enterprise Resource Planning (ERP) systems such as SAP, Umoja or similar is required.

  • Experience managing Language Programmes such as the UNON Language Programme or similar Language programmes is desirable.

  • One (1) year or more of experience in data analytics or related area is desirable.

  • Experience hosting/facilitating trainings/briefings as speaker, alone or as co-facilitator, is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

  • Knowledge of another official United Nations language is desirable.

    Note:

    "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.

    Assessment

    Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
