Project Overview

  • URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

  • With the RHITES-N Acholi Project (Regional Health Integration to Enhance Services in Northern Uganda – Acholi), USAID will continue its support of the Government of Uganda’s (GOU) efforts to improve access to and use of health services in the country’s post-conflict northern region.

  • RHITES-N Acholi Project activities will build on USAID investments and national advances to increase access to and use of high-quality integrated services that accelerate the ability and capacity to respond to the specific health needs of residents in the Acholi sub-region, leveraging the URC-ASSIST project successes.

    Roles and Responsibilities

  • Under the supervision of the Senior Technical Advisor- Family Health, the MNCH Officer shall be responsible for taking lead in effectively planning and implementing activities to improve the quality of Maternal, Newborn and Child Health (MNCH) services that will lead to improving access and quality of MNCH/FP services in Acholi region in consultation with the District Technical Coordinator and District Leadership.

    Additional duties include but are not limited to:

    Technical Roles

  • Support and coordinate all activities for improving access and quality of MNCH, FP, services in all 8 districts in Acholi region in consultation with District Technical Coordinators (DTCs) and advisors.

  • Carry out regular activities to assess and build competency of DHTs and District Technical Coordinators supporting in the selected districts/ health facilities.

  • Develop skills and knowledge of health care providers to provide quality MNCH services through trainings, onsite mentorships and coaching.

  • Develop and timely submit work plans and budgets for all assigned MNCH activities at least quarterly

  • Review and improve technical strategies employed in MNCH to ensure the RHITES N Acholi project work plan is adhered to and implemented with measurable success

  • Support development, timely writing and submission and tracking of annual, quarterly, monthly work plans and budgets for technical assistance for the MNCH Portfolio.

  • Develop, support and maintain a pool of district and regional coaches who will support the health facility improvement teams to improve the quality of care
    and services provided in the above-named technical areas.

  • Develop and implement a demonstration collaborative to become the standard of care at all RHITES-N, Acholi MNCH supported sites
    Ensure that cross-cutting themes like gender and health workforce development are well integrated into the MNCH plans

  • In collaboration with the KM staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports.

  • In collaboration with the Monitoring and Evaluation team ensure that data collected is accurate and valid and captures process and outcome indicators

  • Carry out any other duties assigned by the supervisor or COP

    Minimum Qualifications

    Required Experience & Qualifications

  • Degree in Medicine or Midwifery and preferably master’s in public health, with at least 4 years’ experience in technically leading large scale Family Health programs in Uganda.

  • At least 4 years of working with districts and health facilities to improve Family Health services in Uganda.

  • Demonstrated ability of improving quality of health services at large scale.

  • A good working knowledge of the guidelines for Family Health services.

  • At least 2 years of experience leading teams and supporting integration of family health services.

  • At least 2 years’ experience in supervising staff and working at a senior level.

  • Ability and willingness to travel within the supported districts for 50% of the time.

  • Experience of working with diverse groups of stakeholders such as government, NGOs, and private-sector partners.

  • Ability to organize, analyze, interpret and
    program performance data.

    Desired Experience & Qualifications

  • Experience of working in northern Uganda.

  • Experience of working with USAID funded projects.
