University grants in Kampala, Uganda

I am a Kenyan law student in Makerere, I am having difficulties in paying my fee. Last semester I missed 3 papers because I could not raise my fee in time, please how can you help me?

The university has came up with a rule that one can not do his or her course work before paying 100% of the fee.

The course work is always 7 weeks after the opening day. My mum is a primary school teacher and my dad is a mechanic.

It is very difficult for them to keep up with the new rule, please help me.
