  • The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF), is seeking applications from qualified Uganda citizens in Uganda to provide services as a Country Program Coordinator (CPC) in Kampala, Uganda under a Personal Service Contract (PSC), as described in the following Solicitation: RFP-ADF-FOP-21-0001.

    Minimum Qualification

  • Citizen of the Country of Uganda

  • A bachelor’s degree from an accredited university in business administration,
    management, public administration, finance, accounting, community development, economics, or a related field

  • Three years of professional experience in business development, finance, banking, auditing, monitoring and evaluation, and/or management of international development programs in Uganda

  • Experience working with marginalized groups and/or community-based enterprises

  • Experience managing client relationships, especially in grants management, banking, business development, or international development context

  • Experience with financial management/accounting and preparation of financial reports

  • Experience working with Government of Uganda stakeholders

  • Experience presenting to diverse audiences on economic development

  • Experience with online communication

  • Experience with requesting and raising funds for program development

  • Experience auditing, monitoring, or evaluating international development programs

  • Fluency in at least one Ugandan local language

  • High level of fluency in
    spoken and written English

  • Willingness to travel extensively throughout Uganda

  • High level of motivation, personal commitment, and ethical standards

  • Demonstrated ability to operate independently in high visibility, high-pressure environments and operate in complex office environment, emergency, and/or political crisis situations with minimal supervision.

  • Knowledge of community needs assessment, mobilization, community enterprise participatory development, and/or monitoring the implementation of an assistance activity under a grant or cooperative agreement
