United Purpose - Evaluation of a WASH and Education project - Jobs in Kenya


Introduction

United Purpose is an international development organisation which since 2016 has incorporated International Inspiration, the London 2012 legacy organisation.

As such, the use of Sport for Development and Peace (SDP) to reach development outcomes is engrained in UP’s programmes strategy. One such project is ‘Court of Dreams’, which is implemented in Nairobi, Kenya, by Sadili Oval, a sports academy with a background in tennis and basketball.

Purpose of the evaluation

  • The purpose of the evaluation is to provide learning for and accountability to various stakeholders in the project.
  • The evaluation is expected to respond to the following questions of interest. These questions have been framed using the OECD’s evaluation criteria:
  • The extent to which the aid activity is suited to the priorities and policies of the target group, recipient and donor.
  • Effectiveness: A measure of the extent to which an aid activity attains its objectives.
  • Efficiency: measures the outputs - qualitative and quantitative - in relation to the inputs.
  • Impact: The positive and negative changes produced by a development intervention, directly or indirectly, intended or unintended.
  • Sustainability: concerned with measuring whether the benefits of an activity are likely to continue after donor funding has been withdrawn. Projects need to be environmentally as well as financially sustainable.

    Evaluation methodology

    The evaluator will develop a plan to conduct the evaluation, including methodology. Suggested methods are:

  • Review of project documentation
  • Analysis of data from the project’s Excel-based M&E system
  • Interviews with key Sadili staff; delivery partners, eg. schoolteacher ‘patrons’ who act as focal points in each school; local government, if necessary; any other key stakeholders who have played a significant part in
    the project, e.g. other NGOs in Kibera; and key staff in UP involved in the project.
  • Interviews and focus group discussions with children (using age-appropriate methods)
    Observations of project activities, eg. WASH/education/play sessions.

    Required competencies
  • Proven experience and track record in conducting project evaluations in related areas (ie. primary education, WASH/health education, Sport for Development and Peace). Experience in managing/delivering such projects is desirable
  • Strong analytical, facilitation, writing and communication skills in English
  • Ability to commit to meeting the assignment’s deadlines
  • Knowledge of the Kenyan social and development context (especially in slum development) will be an added advantage.
  • An understanding of child safeguarding issues and experience of working safely with children/young people.
